Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Laboratory of Pathology (LP) plans to set up a standing order with Arcturus Engineering, Inc., 400 Logue Ave., Mountain view, CA 94043, for CapSure Laser Capture Microdissection (LCM) caps. The primary focus of the joint Clinical Proteomics Initiative that exists between the Center for Biologics and Research (CBER), Food and Drug Administration (FDA), and the Center for Cancer Research, National Cancer Institute (NCI), National Institutes of Health is the advancement of common research interests shard by CBER and NCI in the application and development of proteomic technology to the diagnosis and treatment of human cancer, development of proteomic tools that can detect and predict therapeutic efficacy and toxicity, further evaluate licensed and experimental drugs and biologics, and build upon the on-going work emanating from the joint initiative. Laser Capture Microdissection (LCM) was invented in the Laboratory of Pathology at the National Cancer Institute and commercialized by Arcturus Engineering as a means of isolating pure cell populations from heterogeneous tissue sections. The cells of interest are embedded on a thermolabile polymer (LCM cap). The polymer cap is manufactured solely by Arcturus Engineering, Inc and is compatible with existing equipment. These items are commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on January 20, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
