Description
Subject: General Environmental Services for National Environmental Policy Act Compliance U.S. Army Engineer District, Galveston Texas and Louisiana The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this sources sought is to determine interest and capability of potential Small Business concerns to perform as prime contractors for this project. Responses to this sources sought will be used by the Government to make an appropriate procure ment decision. Note: The North American Industry Classification System Code is 541620. Environmental Consulting Services: To be considered small for purpose of Government procurement, a firm must not have exceeded an annual average of $6,000,000 in revenue for the last 3 fiscal years. It is requested that you review the attached Scope of Work. If you can meet ALL of the requirements for this project, please respond by Mail: US Army Corps of Engineers, Attn: Kenneth Adams, Deputy for Small Business, P.O. Box 1229, Galveston, Texas 775 53. No later than 20 January, 04, the following: 1. Name of Firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is a Small Business, HubZone, or 8(a) concern. 3. State experience/references with this particular type of work. 4. Please indicate whether your firm will submit a proposal for this project if this requirement is set-aside for Small Business Firms responding to this sources sought and fail to provide ALL of the required information will not be used to help the Government make the acquisition decision, which is the intent of this sources sought. This indefinite task order service contract is to assist the Galveston District, Corps of Engineers (CE), in the performance of general environmental services in conjunction with USACE planning, construction, operations and maintenance project s within the boundaries of Galveston District, Texas and Louisiana, for compliance with the National Environmental Policy Act (NEPA). The contractor may also be asked to assist other districts within the Southwestern Division CE under this contract. The contractor shall furnish all personnel, facilities, plant, equipment, materials, supplies, travel and services necessary to conduct any investigation and to prepare any report as specified in this contract and in subsequent task order(s). Services anticip ated to be ordered consist of: 1) collection of baseline environmental data; 2) preparation of documents for NEPA and state coastal zone management plan (CZMP) compliance; 3) preparation of documents for compliance with the Endangered Species Act (ESA); 4 ) preparation and implementation of plans for the beneficial use of dredged material; 5) preparation of hazardous, toxic, and radioactive waste (HTRW) environmental site assessments; 6) water and sediment quality assessments; 7) air and noise quality asses sments; 8) benthic and nektonic sampling and analyses; 9) remote sensing and ground truthing to locate and assess bottom substrate and submerged aquatic vegetation (SAV); 10) habitat assessments in accordance with National Ecosystem Restoration (NER) anal ysis; 11) bioassays ; 12) preparation of historic property inventories and assessments; 13) preparation of socioeconomic profiles and social impact assessments; 14) digital image processing and development of Geographic Information Systems (GIS) databases; 15) Cost Effectiveness (CE) and Incremental Cost Analysis (ICA); 16) Independent Technical Review (ITR) of NEPA documents; 17) the design and execution of public involvement strategies and programs; 18) special studies; and 19) preparation of technical r eports.
