- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Climate Protection Partnerships Division (CPPD) Energy Supply and Industry Branch (ESIB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Northeast States for Coordinated Air Use Management (NESCAUM) of Boston, MA under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain support from NESCAUM to perform specialized outreach for ESIB's Combined Heat and Power (CHP) Partnership, which promotes the implementation of CHP projects and industrial applications through education, coordination and technical assistance. NESCAUM is uniquely qualified to meet this requirement due to the fact that it is the only known non-profit organization that provides targeted technical information to environmental regulators in the Northeast, as well as other stakeholders concerning regulatory approaches which recognize pollution prevention benefits of CHP applications. The North American Industry Classification System (NAICS) code for this procurement is 541620. It has been determined that because of the ability of NESCAUM to develop, educate and implement output-based emissions approaches and other innovations to air emissions regulation in the Northeast, as well as its knowledge of specific CHP technologies, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
