Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry-Dock and repair to the USCGC HAMMERHEAD (WPB-87302), an 87 foot Patrol Boat. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote, on or about February 6, 2004, with quotes due on or about February 20, 2004. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. Mail if requested. Send all request via e-mail to Awoodley@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS 336611. The acquisition will be solicited small business set-aside. The homeport of the vessel is Woods Hole, MA. All work will be performed at the contractor?s facility. The performance period will be 42 days with a start date on or about May 10, 2004. The scope of the acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCGC HAMMERHEAD (WPB-87302). The work will include, but is not limited to: welding repairs; clean sewage and grey water collection and holding tanks; realign main engine/reduction gear; remove, inspect and reinstall propeller shafts; inspect water-lubricated shaft bearings; remove, inspect and reinstall propellers; perform minor repair and recondition of propeller; preserve transducer hull rings; overhaul and renew valves; remove, inspect, and reinstall rudder assemblies; preserve underwater body; provide temporary logistics; routine drydocking; inspect hull plating; replace SSDG sea water cooling system overboard valves with flanged valves; preserve forward peak compartment. Provide logistics to vessel for systems that are affected during drydocking such as protective deck covering material, storage, lights, power, telephones, toilets and showers. Trained welders who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restriction applies to the vessel: Restricted from Jonesboro, ME to Shallottee Inlet, NC.
