Description
This is a Special Notice regarding a modification to Contract Number S-LMAQM-03-C-0028 currently with DynCorp International LLC. The services are to establish and maintain a group of up to 1,000 (U.S.) experienced law enforcement personnel, available to serve in operations in Iraq and Jordan. This group may include a broad range of law enforcement experts and specialists, including generalists, trainers, border police, homicide investigators, crime scene investigators, managers (executive and supervisory), court security officers, corrections officers, intelligence officers, customs officers, dignitary protection officers, civil disorder specialists, organized crime investigators, and traffic accident investigators. Provide support, including transportation arrangements for up to 1,000 advisors and provide in-country or off-site administrative, technical logistical, or other unanticipated services. Establish and maintain a personnel database of U.S. personnel assigned to this particular operation. Provide a capacity to identify technical advisors to create, train, advise, develop or restructure civilian police, justice, and corrections systems and organizations at national, provincial and municipal levels. Provide procurement services, of equipment for foreign police and construction services to support foreign police. This contract was awarded via limited competition in April 2003 and that the urgency of the requirement precludes the use of other means to fill it. The amount of this modification is limited to $100 million. Sections 2202 and 2203 of Public Law 108-106, the Emergency Supplemental Appropriations for Defense and for the Reconstruction of Iraq and Afghanistan Act of FY 2004 shall provide funding for this modification. The statutory authority permitting other than full and open competition: 41 U.S.C. 253(c)(2), FAR Part 6.302-2, Unusual and Compelling Urgency. This notice is not a request for competitive proposals.
