- This is a combined synopsis/ solicitation for construction prepared in accordance with the format in FAR 15. This announcement constitutes the only solicitation; proposals are being requested. A written solicitation is available. The reference numb er is W91QF2-04-R-0001 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. This acquisition will be awarded as a Firm Fixed Pri ce (FFP) and is being conducted in accordance with Federal Acquisition Regulations (FAR) Part 15- Contracting by Negotiation. The Standard Industrial Code (SIC) is 3569. The contractor shall perform in accordance with the following Contract Line Items and Scope of Work: CLIN 0001, Design and Install Sprinkler System for Building 117, Fort Hamilton, Brooklyn, New York. SCOPE OF WORK: Statement of Work Fort Hamilton Army Base Building 117, Design/Construct: Installation of Sprinkling System, Objective: The objective of this turnkey project is to develop construction documentation to add a sprinkling system to all floors including the basement of Building 117. The existing building is being converted from residential to commercial use and it do es not have any sprinkling system protection. The new sprinkling system will be designed and installed following the guidelines as established in the National Fire Protection Association (NFPA) Standard 13, Installation of Sprinkler Systems. Best available drawings will be supplied to design/build contractor. Proposed Plan of Action: To meet the objective, the Fort Hamilton Directorate of Public Works Support Operations Division (DPW) recommends that the design/build contractor perform the following tasks and develop the following products: Task 1 (Conceptual t hrough 35% Design): Discuss with the Fort Hamilton DPW - Engineering Division the proposed floor reconfiguration to an office space and identify any unique system requirements. Perform an initial site inspection to determine any unique structural features; to verify existing water service layout for risers/supply for the new system(s); to further discuss and clarify with the Ft. Hamilton DPW - Engineering Division the proposed space configurations and to evaluate feasibility of new sprinkling system install ations. The DPW does not guarantee that the drawings supplied reflect the existing floor layout. Field checking is required of the designer. Discuss with Fort Hamilton DPW ?????? Environmental Division any existing hazardous material inspections and repor ts to identify any special requirements for removal of hazardous material in the construction specification. Evaluate NFPA 13 requirements for sprinkling installation and calculate new riser size(s) and quantity to suit the installation. Determine if sprinkling system alarms, sensors, control panels, etc. are required by code. Perform initial calculations to evaluate and determine the size and quantity of new sprinkling system risers. P erform a second complete site survey to identify the extent of work and existing conditions. Determine modifications required to install sprinkling risers, grids. At the conclusion of the site survey, meet with the Fort Hamilton DPW Engineering Division to discuss findings from the inspection and results of the calculations. The meeting??????s purpose is to identify the modifications to be included in the construction specifications. Design and install new water service from 12 water main in street. Water m ain shall be connected without water shutdown. Task 2 (90% to Ready To Construct Design): Evaluate the NFPA 13 requirements and unique site requirements and recalculate system requirements. Develop drawings to identify areas affected and modifications requ ired to support the new sprinkling installation, including risers, branches, and develop calculations to support the required changes. The drawings will contain sufficient information to support the construction specification. Task 3 (Install New Sprinkler System): Install new fire sprinkler system according to prepared construction drawings. Provide all construction management, coordination and/or support. Contractor responsible for system qualification testing and support during testing. As-built drawing s to be submitted with any warranties and OEM technical literature. The designer will not be responsible for: Consideration of the installation of booster pumps. Existing water pressure is deemed sufficient to supply flow to all floors. Architectural work to be accomplished by others. NYC drawing approvals. Obtaining any building and/or construction permits. Fort Hamilton DPW Operation Support Division Requirements and Schedule: Any destruction, demolition of walls, ceilings, floors, etc. to access conceal ed surfaces will not be accomplished without prior permission from the DPW OSD Division. The 35% Design documents and Final Design Drawings will be submitted in hard copy (3 copies). Construction Estimate shall be in MS Excel. Designer will schedule and pe rform the first on-site evaluation on a immediately after issuance of the Notice to Proceed, within five (5) business days after the designer must submit a 35% design drawing to the DPW. A 90% design drawing must be submitted 5 days after that. The constru ction must start 5 days after that and be completed within 30 days. Contractor shall meet with the POC im mediately to discuss problem areas, and shall be responsible for all work performed. All designs will be made by a certified Fire Design Engineer and stamped with there seal. 2 Copies of the certified drawings will be submitted before work can start and pa yment of any kind will be made. CONTRACTOR SHALL PERFORM CLEAN UP OF JOB SIGHT ON A DAILY BASIS. THERE SHALL BE NO DEBRIS AT ALL LEFT ON JOB SITE AFTER C.O.B. EVERY DAY. Contractor shall provide a telephone number of person to call should the need arise. Contractor is responsible to make repair to the street , sidewalk, curbs and any landscaping affected by the work. Road repair are to be done with matching materials with the same depth of materials. If any excavation is needed during this work the contrac tor is responsible to obtain a digging permit from the engineering chief Mr. Mike Paidoussis located in building 129. Contractor is responsible to provide work schedule for the job, i.e., time, date performance period, etc. Contractor is responsible to not ify manager of building, or person in charge, 1 week before starting the job, schedule of the job and estimated completion date of the job. Any items that may h ave been unintentionally omitted from this specification, but which constitute acceptable practice in the trade, does not relieve the contractor of his responsibility to perform same. Contractor shall report to Government COR, and dangerous or problematic condition which he may uncover in the course of executing this specification. On site inspection shall be performed prior to submittals, to verify measurements and field conditions. All OSHA safety measures shall be taken while work is in progress. All w ork shall be performed by experienced workers with proper tools, equipment, and in a good workman like manner. Upon completion of the job, contractor shall remove all debris from government property. Contractor shall leave the job site each day in a neat broom swept appearance and suitable cordoned off from the passage of non-construction personnel. Contractor shall register with the police at Bldg. 130 before commencement of work on a military post. Contractor shall supply COR with cuts of significant mat erials to be installed, name and quality for government approval prior to installation. The contractor shall proceed immediately after award on design. Have 35% Drawing to the DPW within 5 working days. 90% Drawings within 5 working days after that. And St art construction within 5 working days after that. The contractor will have the job completed 30 calendar days after construction starts.
