- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A faxed copy of this Request for Quotes as contained herein will be provided to all requestors. This is a BEST VALUE Request For Quote (RFQ) procurement issued under solicitation number W912DQ-04-T-0050 and incorporates provisions and clauses that are in effect t hrough FAC 2001-06. The contract award will be for a firm fixed price (1) one year base contract in an estimated amount Not to Exceed $300,000. It is anticipated that there will be options for time extensions, rental of additional equipment, and maintena nce/repair of the rental equipment. Specific specifications for the type of equipment that will be rented are: 1. Cat 345 BL-VG Excavator (needs 15'9 reach on boom); 2. Cat D8RLGP series II dozer; 3. Cat D7R LGP series II dozer; 4. Cat D250 Articulated T ruck (25ton) Note: All machines need R.O.P.S. safety cab with heat, A.C., radios. These are important safety considerations for extreme weather conditions of heat, cold, severe storms, and blowing sands. Additionally Dozers need to have winches on them a nd equipment must be equal to or greater than the specified CAT equipment. Delivery is required on or about 23 January 2004. Delivery is FOB Destination to USACE Missouri River Area Office. Descriptive literature showing the quoted items meets or exceed s all specifications included herein must accompany the quotation. All quotes must provide the monthly rental rate (and complete description of equipment) for the following equipment: Cat 345 BL-VG Excavator (needs 15'9 reach on boom); Cat D8RLGP series I I dozer; Cat D7R LGP series II dozer; and Cat D250 Articulated Truck (25ton). The government anticipates award using simplified acquisition procedures of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conform s to the solicitation and is most advantageous to the government. The provision at 52.212-1, Instructions to Offerors ?????? Commercial Items, applies to this acquisition. The contracting officer will make award based on price and price related factors. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial items and FAR 52.222-70, Compliance with Veterans Employment Reporting Requirements with its proposal. FAR 52.212-4, Contrac t Terms and Conditions ?????? Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ?????? Commercial Items (including the following clauses: 52.222-19, Child Labor ?? ???? Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-3, B uy America Act ?????? North America Free Trade Agreement ?????? Israeli Trade Act, Alternate I; 52.232-34, Payment by Electronic Fund Transfer ?????? Other than Central Contract Registration), applies to this acquisition. The contractor shall extend to th e Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive th e Government??????s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a co py of its standard commercial warranty (if applicable) with its response.
