- Description
- NASA/GSFC plans to issue a Request for Quotation RFQ5-44200-GAB for Interplanetary Monitoring Platform-8 Ground Processing Support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) NASA/GSFC intends to purchase items from Fundamental Technologies, LLC under the authority of 10.U.S.C 2304(c)(1), Only One responsible Source. This contract is for operations of the IMP 8 Data Processing System as developed and proven by Fundamental Technologies, LLC, under contract to Goddard Space Flight Center. The Contractor shall (1) electronically capture new IMP 8 telemetry files from NASA-designated and NASA-supported ground stations on a timely basis. At this time, the station at Canberra, Australia is the only source of data anticipated; (2) capture data related to the ephemeris of IMP 8 from the Flight Dynamics Facility at Goddard; (3) process these data and created decommutated data files for each of the several IMP 8 Principal Investigator teams specified by NASA below, where the files shall continue to have the same form and content as those made available to the PI teams directly from Goddard until October 2001; (4) make these files electronically accessible to these designated IMP 8 PI teams in a timely way with appropriate protocol,coordination and records to ensure data can be successfully retrieved by these teams; (5) submit monthly report to Goddard on results of each month's activities, including problems encountered or issues pending. At present, the following four IMP 8 PI teams are to be supported as outlined above: Cosmic Ray Nuclear Composition experiment originally built at the University of Chicago, with the PI team now located at the University of New Hampshire, Goddard Medium Energy experiment at Goddard Space Flight Center, Charged Particle Measurement Experiment at JHU/APL and Plasma Instrument at MIT. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
