Description
The AMC Contracting Flight anticipates issuance of a solicitation on a full and open competitive basis for support of the USTRANSCOM Chairman of the Joint Chiefs of Staff (CJCS) Exercise Program at Scott AFB, IL and other worldwide locations. This exercise program provides collective training in wartime tasks, and assessments of the command’s ability to meet those requirements. The contractor shall provide support for the following requirements: 1) perform an analysis of current collective training status, providing a report which recommends Joint Mission-Essential Tasks (JMETs) to be trained; 2) prepare for each exercise an Exercise Management Plan (EMP) which describes the contractor’s approach; 3) develop a specific Concept of Operations (CONOPS); 4) generate an Exercise Directive (EXDIR) that tasks training participants; 5) develop a Master Scenario Events List (MSEL) which is directly linked to JMET training objectives; 6) create implementer documents which initiate exercise events; 7) provide event control, process expertise, and observation during exercises; 8) after exercises, prepare an observation report which contains observations/lessons learned/issues (OLIs) for input into the Remedial Action Program; 9) develop an After Action Report (AAR) and Joint After Action Report (JAAR) which analyze OLIs against Joint Training Plan standards to assess the command’s ability to meet wartime taskings. The anticipated period of performance will be one year with four one-year option periods. The NAICS code is 541611. Anticipated issuance date is 20 Jan 04.
