- Description
- The United States Agency for International Development (USAID) intends to award a cost-plus-fixed-fee level-of-effort contract to implement a 24 month Iraqi Ministry of Health Institutional Capacity Building Program. The objective of this Contract is to build the institutional capacity of the Ministry of Health in support of the MOH?s goal to shift from a centrally controlled curative care model of health services to a more decentralized primary health care, with emphasis on maternal and child health. Health indicators in Iraq remain of concern, Under-5 mortality is 125, IMR is 103 and MMR is 294. Iraq was once a very sophisticated health care system with hospital based tertiary services an example for the region. The MOH?s goal is to create a decentralized preventive and community based health care system while rebuilding some of the tertiary ability for Iraq. Iraq has a wealth of highly educated and committed health professionals with which to build this new system. USAID has been working since April 2003 with the Coalition Provisional Authority (CPA), the Ministry of Health, and UN agencies, to being the process of rebuilding the Iraq health care program. Progress has been made towards developing a national strategy on health with MOH working groups established to address specific program areas such as public health, human resources, service delivery and pharmaceuticals. The proposed program will be comprised of four (or five) inter-related and reinforcing components, all of which are aimed at expanding the capacity of the MOH: 1) health policy and systems strengthening support to operationalize recommendations for policy and institutional reform as part of an ongoing strategic planning process within the MOH; 2) technical and operational support to improve the quality and impact of MOH maternal and child health promotional and service delivery programs; 3) strengthen the nursing training in Iraq through support to the Ministry of Health and the Ministry of Higher Education the contractor will develop the Iraqi capacity to deliver international level nursing education to meet the priority health needs of Iraq; 4) small grants program to augment the MOH programs and reach vulnerable populations; and 5) other support to MOH to address additional Technical Assistance needs, as required. The contractor shall be responsible for deploying rapidly to the region and expect to be operational in a short time-frame. The NAICS Code for this procurement is 541990. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunities (www.fbo.gov). It is anticipated that the RFP will be issued on or around February 2, 2004.
