- U.S. Army Space Command intends to issue a contract to QUALCOMM Incorporated, San Diego, CA through solicitation no. W91260-04-T-0003 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) ?Sole Source Acquisitions?. QUALCOMM Incorporated will be providing and installing leased OmniTRACS System Integrated Mobile Communications Terminals (IMCTs), technical support services and training to the Space & Missile Defense Battle Lab in support of the Joint Blue Force Situational Awareness (JBFSA) Advan ced Concept Technical Demonstration (ACTD) Foal Eagle 2004 (FE04) exercise and the pre-FE04 Communications Exercise (COMEX). The required support services consists of 1) providing and installing leased OmniTRACS System IMCTs on Government vehicles; QTY: 20 ea, (2) de-installation of twenty (20) QUALCOMM-owned OmniTRACS System IMCTs from Government vehicles, 2) on-site and on-call technical support, 3) setting-up, training and providing technical support of the OmniTRACs Senior Leadership display, 4) and t raining on the operation of the OmniTRACS System IMCTs, 5) setting-up, checking-out, training and providing technical support on the operation of the OmniTRACS System to Mission Management Center (MCC), and 6) coordinating access an operation of the OmniTR ACS System and MMC computers. Period of performance for this effort will be from the date of award through 30 September 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regula tions document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19 dated 7 Jan 200 4. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Q UALCOMM Incorporated owns the OmniTRACS System IMCTs to be leased, integrated and demonstrated and is the only known source for subject support services. A justification for Other than Full and Open Competition has been prepared in support of this acquisit ion. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifi cations-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
