Response date ? 02 FEB 04 Place of Performance ? New England States Set-aside ? none. Response date ? 02 FEB 04N00164-04-R-6638 Description ? Supply Chain and Logistics Management FSG ? R NAICS - 541614 The Navy requires implementation of the Rapid Mobilization of Manufacturing Sources Program (RMMSP), which will develop and test with New England Small-to-Medium Enterprises (SMEs) an approach to rapidly profile and record the product capabilities and capacities of such SMEs. This requirement will be negotiated on a sole-source basis with a non-profit organization - Maine Manufacturing Extension Partnership (Maine MEP), Augusta, Maine 04330-5509, based on FAR 6.302-1; ?Only one responsible source and no other supplies or services will satisfy agency requirements?. This effort will allow Maine MEP to assess the capabilities of SMEs to be Department of D efense (DoD) suppliers. Maine MEP will also deliver technical assistance, conduct training and mentoring solutions, increase SME capabilities, and assist SMEs through teaming arrangements to respond to specific DoD procurement opportunities. Maine MEP has a unique combination of experience and qualifications directly related to the RMMSP, including expertise in the state-of-the-art for linking demand for low volume parts, surge demands and diminishing manufacturing sources and material sources (DMSMS) with available manufacturing capacity on an on-demand basis. Moreover, Maine MEP has developed the application platform that is integral to the success of collecting and managing SME capability and capacity information that is essential to the core objectives of the RMMSP. As the managing agent for numerous MEP centers in the New England states, Maine MEP has extensive experien ce in the nationwide MEP program, a program sponsored by the National Institute of Standards (NIST) that is designed to help SMEs enhance their manufacturing competitiveness. This will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract covering a 2-year ordering period. A letter RFP will be issued to Maine MEP only.
