Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16 and Defense Acquisition Circular 91-13. This action is restricted to small businesses. This solicitation has one CLIN with the purpose of issuing a Firm-Fixed Price Requirement Contract. The Government may order a total estimated quantity of sixteen (16) rebuilds engines within a one (1) year period under this contract. The resulting contract shall consist of a base year perio d and two (1) year option periods. These estimates are not a representation of the quantities that will be required or ordered or a guarantee that the conditions affecting these requirements will be stable or normal. The following service is required for M-88 Recovery Logistics Vehicle components: CLIN 0001 Rebuilding of Government Owned Continental AVDS-1790-2DR Diesel engine, NSN 2815-00-124-5387. All work shall be performed in accordance with SOW 01-833-85571B-1/1. Use all applicable documents stated in the SOW to accomplish the rebuild of the 1790 engine. The Contractor will notify the Government of any unserviceable assemblies. Replacement parts include: Piston rings, connecting rod bearings, main bearings, camshaft bushings, all hoses, water pump belts, overhaul gasket kit, expansion plugs, injector sleeves, thermostat, governor repair parts, oil pump repair parts, water pump repair parts and hardware. Replace all 100 % items per TM 9-2815-220. i.e. (lock nuts, locking bolts, safety wire, ect). Remanufactured components: Fuel injection pump and injectors will be remanufactured, calibrated and tested to OEM specifications. Fuel supply pump, turbochargers, generator, and starter are remanufactured to OEM specifications. Oil pump and fan towers are remanufactured to TM 9-2815-220-34 standards. Oil coolers and transmission coolers are flushed and pressure tested. Wiring harness is repaired and tested. Check Jugs to insure that there is no leakage. If there is leak through, the Jugs shall be replace with New or Remanufactured to specifications defined in the SOW (01-833-3-85571B-1/1 Par 1.0 Scope. Machine Processes: As engine is disassembled, a failure analysis will be performed (a copy of this will be provided to the customer upon request). The engine will be sent to cleaning and non-destructive inspection, where the connecting rods, crankshaft, camshafts, cylinder block and cylinder heads will be inspected for cracks. Once they are deemed repairable, they will be remanufactured to TM specifications to include polishing and balancing the crankshaft, polishing the camshafts, grinding valves, verifying horizontal bore and homing the liners. Engine will then be assembled and dynamometer tested LAW TM guidelines and specifications. Contractor will provide a copy of the dynamometer test result. No leakage shall be acceptable if beyond that set forth by documentation stated in the SOW (i.e. TM). Requires a minimum of 750 Horse Power. Upon satisfactory completion of testing, engine will be painted and packaged for shipping. Price does not included replacement of cylinder heads, crankshaft, block, camshafts, connectin g rods, pistons, liners, fuel pump, injectors, oil pump, water pump, governor, blower, turbocharger, wiring harness and starter (due to uneconomical repair), missing and/or damaged ancillary parts. The contractor will provide pricing for the parts not included in the total price of rebuild. The Contractor must have capability of providing a delivery of rebuild engine with 45 days. Deliveries will be made to the Maintenance Center Albany (MCA), Albany, GA during normal business hours (7:30 a.m. ? 3:30 p.m., Monday through Thursday). Delivery shall be FOB Destination. Customer will be notified of these conditions and work will not proceed without customer authorization. The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial service, provided such warranty is available at no cost o the Govern ment. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is considered to be the best value to the Government. The following factors shall be used to evaluate offers and determine best value to the Government: Price, Technical Acceptance, and Delivery. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Evaluation ? Commercial Items with their offer. The offeror shall also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. Written, facsimile, or emailed quotes and the above required information must be received at this office on or before 26 February 2004, at 4:30 PM Eastern Standard Time.
