- NASA/GRC has a requirement for micro-reactor monolith reforming catalyst screening tests using the existing bench-scale equipment under process conditions defined by thermodynamic calculations to be "carbon-free" and consistent with NASA Glenn Research Center's fuel cell power unit requirements. Candidate catalysts will be tested to verify performance characteristics using a Jet-A fuel. A preferred candidate catalyst for catalyst aging test will be recommended and a 1,000 hour aging study on the preferred catalyst will be conducted. This effort will be performed using a proprietary catalyst screening process especially for this purpose. NASA/GRC intends to purchase the items from SOFCo-EFS Holdings, Inc. Alliance, Oh 44601 using "Only one responsible source and no other supplies or services will satisfy requirements". As only SOFCo-EFS Holdings, Inc. has the proprietary catalyst screening process required to work under the Bench Scale Monolith Catalyst screening of CPOX. SOFCo-EFS Holdings,Inc. possesses extensive proprietary data generated from proprietary monolith catalyst testing and in-house technical know-how derived from analysis and application of proprietary test data for equipment scale up, design and operating large pilot scale reformers using distillate fuels. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 2, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
