- Description
- The Defense Commissary Agency (DeCA) operates 275 military supermarkets (commissaries) worldwide. The Agency is contemplating the replacement of the current Point of Sale (POS) systems at all commissaries. One potential alternative for this replacement program is to procure the POS capability as a service in a manner similar to current "seat management" intiatives. In this case, we may consider outsourcing our POS systems to a private contractor who would own all the hardware/software. DeCA would then lease these as part of the service. This concept requires a contractor to replace the existing POS systems in all 275 stores (approximately 3,000 lanes). The serice would include maintenance of the systems for a five to ten year period, training, system conversion, interfaces (middleware) to DeCA business systems, and a 24X7 help desk. The service concept also includes the upgrade of all hardware and software at appropriate intervals with the latest technology as well as user training in order to maintain parity with the commercial grocery industry. Firms interested in participating in such an effort should submit the following: (1) Description of the approach to providing this service; (2) Risks associated with this service concept; (3) Examples, if any, where this or a similar concept applied to a similar size service requirement has been implemented; (4) capability of the firm to install the hardware/software, provide hardware/software maintenance, training and a help desk on a world wide basis; (5) Rough Order of Magnitude cost and schedule for providing this service over a five and ten year period; (6) Key terms and conditions for any contract to procure this service; and (7) The capability of your firm to provide such a service world wide. Submit electronic copies (one copy) to Diane Brendel, Contracting Officer, at brendeld@scott.disa.mil and one copy to Ted Matthews, DeCA, teddy.matthews@deca.mil not later than 1600 hours CST, 06 Feb 04. This submittal shall not exceed thirty (30) pages exclusive of the cover page and tables of contents and figures. Submittals must be compatible with Microsoft Office 2000 or in portable document format (.pdf). All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will be not returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with this RFI.
