- This is a SOURCES SOUGHT NOTICE to determine the availability of vendors that can provide web-based group services for drug and alcohol use and abuse issues to Federal Occupational Health. Federal Occupational Health, a service unit within the Program Support Center of the U.S. Department of Health and Human Services, works in partnerships with federal agencies throughout the United States, its territories, and internationally to design and deliver comprehensive solutions to meet the occupational health needs of the federal agency, its federal employees and in some instances their family members. Services include, but are not limited to, management consultation, training and education, health and medical services, industrial hygiene, environmental services, laboratory support, wellness and fitness, ergonomics, employee assistance, behavioral health, and work/life. These customized programs help build a more healthy and productive workforce, reduce liability and assure safe and healthy workplaces. In an effort to procure a range of services in multiple modes of delivery for its customers, FOH is seeking a company or organization to provide web-based group services for drug and alcohol use and abuse issues. The government is seeking all available sources capable of providing real-time educational, prevention, and supportive group experiences. The online service may expand in the future to shift focus from substance abuse to adding issues such as stress and depression, and other behavioral health topics. The North American Industrial Classification System (NAICS) code is 514199. THIS IS NOT AN INVITATION FOR BID (IFB), REQUEST FOR PROPOSAL (RFP), OR REQUEST FOR APPLICATION (RFA) AND IN NOW WAY OBLIGATES THE GOVERNMENT TO AWARD THE CONTRACT. The requirements are as follows: 1) The vendor must be capable of providing the service listed above in addition to being accredited by Commission on Accreditation of Rehabilitation Facilities (CARF), the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and/or a similar organization. 2) The vendor must utilize computer and information technology that will allow access to these services for the general public using their personal computers worldwide in addition to IT compliance requirement under Section 508 standards; that is, the software must be compatible with the range of operating systems and applications. 3) The vendor must have in place a state of the art security system for the protection of the confidentiality of its users. 4) The person leading client groups must be a masters? degreed licensed mental health professional with substance abuse certification (e.g., CADC).
