Description
Department of the Army, Defense Contracting Command-Washington, 5200 Army Pentagon, Washington, D.C. 20310-5200 intends to award a single source contract (IAW FAR 6.302-1, Only One Responsible Source) to Ms. Altagarcia Ramos, 8813 Woodland Meadows Co urt, Fairfax, VA 22003, for a follow-on contract entitled ??????Optimizing the U.S. Army Marketing Strategy Process ?????? Marketing Research Director.?????? The U.S. Army requires the services of a Marketing Research Director (MRD) to lead the developme nt and execution of market research in support of Army recruiting and advertising strategy development for the U.S. Army. The MRD shall provide expertise in support of the US Army's advertising marketing and advertising initiative by providing services inv olving the development of marketing and advertising strategy for the US Army (as well as coordinating the efforts of the U.S. Army??????s Brand Group). The MRD shall collaborate with the Headquarters Department of the Army Staff, U.S. Army Accessions Comm and (USAAC), U. S. Army Recruiting Command (USAREC), Office of the Chief of the Army Reserve (OCAR), U.S. Army Cadet Command (USACC), and the advertising agencies on marketing research requirements in support of copy strategy development and copy execution . The Marketing Research Director (MRD) advises the Chief Marketing Officer (CMO), and the Army, when tracking research, specific project learning??????s and/or other consumer barometers suggest that a strategy assessment should be initiated; capture the b reakthrough consumer insight that will assist in shaping the next generation of strategy development. The MRD shall identify, plan, and lead the execution of research studies and supervise the overall execution to include the oversight of research suppli ers. The MRD shall evaluate performance against consumer objectives (e.g. attitudes, behavior) and synthesize new consumer learning from the previous period; assist the Marketing Directors (U.S. Army Brand Group) through analytic approaches to derive dee per insight from their mission specific data; conduct gap analysis of performance versus objectives, identifying root causes and recommended action plans. The MRD shall work with the CMO and Marketing Directors to ensure the relevance and timeliness of r esearch programs and to extract value from research output; work with the Accessions Command??????s Center for Accessions Research (CAR) to coordinate overall research initiatives, particularly the linkage between strategic ??????brand?????? research and t actical research; serve as the ??????thought partner?????? to Army Accessions Command researchers in defining research programs and extracting insight from research output; screen, select, brief, and manage research partners as they conduct research progra ms for the Army. The period of performance of this contract will be for twelve (12) months. No RFP will be available for competitive proposals. This requirement is a 100% Small Business Set-Aside.
