This FEDERAL BUSUINESS OPPORTUNITY announcement is a notice that TRICARE Regions 3 & 4 which include all DoD Medical Treatment Facilities (MTFs) in the states of Alabama, Georgia, Florida, Mississippi, South Carolina, and Tennessee are in the process of standardizing safety intravenous (IV) catheters as listed in the subject l ine above. These include all sizes of safety IV catheters. Companies with current Distribution and Pricing Agreements (DAPAs) with the Defense Supply Center Philadelphia for these items are eligible to participate in the standardization process. Base co mpany criteria for this product line includes but is not limited to the following: must carry a full line of safety IV catheters, must provide customer support in the form of a sales representative for each MTF within TRICARE Regions 3 & 4, must provide c linical support, education programs, and utilization reports, must provide company return policy, must provide company distribution network, must be able to provide product for all MTFs within TRICARE Regions 3 & 4, and must provide electronic and hard-cop y of proposed pricing and competitive product cross-reference. Base product criteria for this product line includes but is not limited to the following: must be latex-free, must be available in all sizes, must be simple and easy to use requiring minimal t raining. The safety feature must provide a barrier between hands and needle after use, must be an integral part of the device, NOT AN ACCESSORY, must allow worker hands to remain behind the needle at all times, must be able to engage with one-handed opera tion, must be activated before disassembly, must remain protective through disposal, should not cause the patient added discomfort when activated, and is preferably a passive device. Respondents must address all criteria listed above.
