Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FERC04C40196 is issued as a request for proposal and all provisions/clauses are those in effect through FAC 01-19. This solicitation is unrestricted under NAICS number 541. Statement of Work: I. OBJECTIVE. Since 1952, LNG has been transported by ship without a major release of cargo or a major accident involving an LNG ship. Recently, there has been an emergence of studies attempting to analyze the possibility of an LNG spill from a ship and to define the ?worst case? scenario that would result from a deliberate, terrorist attack on an LNG vessel. The FERC is seeking a highly qualified contractor to perform the services described in Section II and submit to the FERC staff a detailed study identifying specific model(s)/method(s) that can be used to calculate flammable vapor and thermal radiation hazards resulting from potential LNG vessel cargo releases during transit and while at berth. The selected model(s)/method(s) must allow the analysis of these hazards at various sites. The contractor shall prepare and submit to the FERC a detailed report recommending a model(s) and documenting the results of the analysis, as well as an assessment of computational theory and modeling methodology. The detailed study shall include the rationale used in recommending the selected model(s).II. SCOPE OF WORK. The contractor shall evaluate the flammable vapor and thermal radiation hazards created by unconfined LNG spills on water resulting from an LNG cargo release. The study shall review international LNG experience (including Europe and Pacific Rim countries) with respect to experimental data on LNG spills, modeling methodology and hazard management. The study is to be composed of a literature search, model evaluation, parameter analysis, and development of a model(s). The tasks to be performed include:An evaluation of published models to calculate the rate of cargo release and the spread of unconfined LNG spills on water;?A determination of the effect of cargo tank hole diameter on cargo release and pool spread (including establishment of an upper limit);?An evaluation of these models to calculate the rate of vapor generation for unconfined LNG spills on water;An evaluation of the models to calculate thermal radiation distances from unconfined LNG spills on water; An evaluation of the models to calculate the distance traveled by flammable vapors from unconfined LNG spills on water; An evaluation of the theoretical basis for current models used to calculate each of the above, and a review of the applicability of existing computer modeling to field test data;A review of the effects of thermal radiation levels on population and structures; A recommendation, including the selection rationale, of specific methods and a model which FERC staff may use to calculate the flammable vapor and thermal radiation hazards associated with marine transportation of LNG; and A comprehensive review of design, operational, safety, and security features and possible mitigating measures that an LNG facility and/or vessel operator employs or could provide to minimize impacts from: accidents; attacks; leaks; spills; fire; rapid phase transitions; or the spread of negatively buoyant, flammable vapor clouds.III. DELIVERABLES. Based upon the analyses, the contractor shall submit a comprehensive report to the FERC staff detailing the items in Section II and setting forth technical evaluations, recommendations, and conclusions regarding the modeling of impacts from flammable vapors and thermal radiation. All requested topics shall be discussed in the report, which shall be considered confidential until released by the FERC. The contractor shall also complete and provide to the FERC staff an electronic copy of the report in Microsoft Word 2002 format. Deliverables shall include a contract kick-off meeting, a draft report, a briefing of FERC staff on the draft report, and a final report. Throughout the study period, the contractor shall provide immediate notification to FERC staff of significant findings and important revelations. The contractor will also be responsible for conducting weekly briefings with the FERC staff regarding the progress of the analysis. Finally, the contractor will be available as an expert witness on behalf of the staff of the FERC in any hearings or meetings on applications.IV. SCHEDULE. The contractor shall submit a schedule of deliverables including intermediate milestone dates. The draft report shall be submitted to the FERC staff no later than March 15, 2004. The report will be finalized with responses to FERC staff comments by March 31, 2004. All offerors and subcontractors will complete and submit with their proposals, either the Organizational Conflicts of Interest (OCI) representation or the OCI disclosure (not both). Complete and submit the OCI Questionnaire. Request OCI information from A. Sakallaris. See DOE clauses 952.209-8 OCI-Disclosure and 952.209-72 OCI. Same/similar language will be incorporated into the resultant contract. Period of Performance: From approximately February 9, 2004 to March 31, 2004. FAR Provision 52.212-1, Instructions to Offerors-Commercial (Jan 2004), applies. Addendum to FAR 52.212-1 SUBPARAGRAPH (b) Reply by e- mail the proposal to FERC, ATTN: A.. Sakallaris, Division of Procurement, 888 First St, NE, Wash DC 20426, e-mail: andrew.sakallaris@ferc.gov. It is our intent to evaluate based on initial proposals. Offerors shall submit five copies of their price and technical proposal, signed by an official authorized to bind the offeror, at the above address no later than 2:00 PM local time, February 2, 2004. Price Proposal: Addendum to FAR 52.212-1 SUBPARAGRAPH (b)(6): The price proposal shall be completely separate from the technical proposal. Offerors must breakout pricing by month and provide (1) labor categories (2) corresponding firm-fixed-price, fully loaded labor rates (3) proposed number of hours estimated for each labor category (4) Other Direct Costs as applicable (subcontractor and travel). Supporting details shall also be provided as appropriate (e.g., travel destinations, number of trips, computer time, discounts offered (excluding prompt payment)). Addendum to FAR 52.212-1 SUBPARAGRAPH (c) The offeror agrees to hold the prices in its offer firm for 90 calendar days.V. Provision 52.212-2, Evaluation-Commercial Items (Jan 1999), applies. Addendum to FAR 52.212-2 SUBPARAGRAPH, (a) Technical Proposal: SELECTION CRITERIA. Selection will be based upon:? Technical Approach (30 points) ? The proposal must describe the steps that will be taken to prepare a detailed study identifying specific model(s)/method(s) that can be used to calculate flammable vapor and thermal radiation hazards resulting from potential LNG vessel cargo releases during transit and while at berth; and what will be done (i.e., models evaluated, literature search, analysis, and development) to complete each of the tasks in the scope of work; Demonstrated Modeling Ability (30 points) - The proposal must describe prior related experience and knowledge in modeling cargo spills, pool formation, thermal radiation hazards and dense gas dispersion from potential spills of LNG on water and/or of other liquefied energy gasses in marine transportation. The contractor must also demonstrate an understanding of the structural design of LNG vessels and cargo containment systems, with emphasis placed on accident potential and deliberate attack scenarios;Qualification of Personnel (20 points) - The proposal must describe the professional qualifications of the staff that will be assigned to this contract, including educational background, total years employed by the offeror, recent work experience, and relevant publications. Resumes shall not exceed two pages in length;? Past Performance (20 points) - The offeror and each subcontractor proposed must each select three references to submit a Contractor Past-Performance Evaluation. To obtain a copy of the past performance form to be completed by the Offeror?s references, request from A.Sakallaris by email. The Offeror will be responsible and ensure that the references submit or reply by e-mail their completed response to A. Sakallaris, located at the above address by 2:00 PM local time, February 2, 2004. Offerors should also notify the references that FERC may be contacting them regarding the past performance information. Addendum to FAR 52.212-2 SUBGRAPH (a). Technical and past performance, when combined are more important than price. However, award shall be made to the offeror whose proposal is determined to best meet the needs of the Government after consideration of all factors i.e., provides the ?best value.? ?Best value,? for the purposes of the contract is defined as the procurement process that results in the most advantageous acquisition decision for the Government and is performed through an integrated assessment and trade-off analysis between technical and price factors. Include a completed copy of Provision at 52.212.3, Offeror Representations and Certifications ? Commercial Items (JAN 2004) with offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2003), applies. Addendum to FAR 52.212-4: 1. 52.252-2 Clauses Incorporated By Reference (FEB 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Clauses are as follows: 52.217-8 and 52.217-9.
