- This notice replaces the previous synopsis made on 1/7/04 and corresponding Modification #0001 dated 1/8/04. The Request for Quotation Number is changed to read HSCG40-04-Q-29040 and date for receipt of quotes is changed to 13 February 2004. This is a combined CBD/Synopsis solicitation, for a commercial service, to be prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued but all necessary documentation will be provided upon request by interested source(s). The Coast Guard has a requirement to ESTABLISH AN AGREEMENT WITH AN INDEPENDENT LABORATORY FOR THE EVALUATION AND TESTING OF FREQUENCY AGILE RADAR TRANSPONDER BEACONS (RACONS). The National Stock Number of the Racon is 5825-01-426-1678. The statement of work is attached electronically. The Contractor will be responsible for testing one S plus X band Racon from each submitting manufacturer, sent directly to resultant awardee, according to the Coast Guard Engineering Logistics Center?s test plan which is attached electronically. The resultant awardee shall be responsible for the availability of all required test equipment necessary to perform testing IAW with the test plan. Quotations shall include a firm, fixed price which shall remain good through July 2004. Also include your company Tax ID number and DUNS Number. The Government reserves the right to witness testing at the test lab facility as determined necessary and in the best interest of the Government. Offerors are instructed to include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, "Offerors Representations and Certification--Commercial Items (June 2003)" with their proposal. A copy of clause 52.212-3 will be provided upon request. The following FAR provisions and clauses apply to this Request for Quotation and are incorporated by reference: FAR Provision 52.212-1, Instructions to Offerors--Commercial Items (Oct 2003). The following addenda is added to 52.212-1: (1) Paragraph (b) -- Offerors who choose to submit their proposal on an SF 1449 may use the electronically attached form. In addition, a copy of FAR Clause 52.212-3 and a Schedule of Supplies is attached electronically for offeror fill in. FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003). FAR Provision 52.212-2, Evaluation-Commercial Items (Jan 1999). The following addenda is added to FAR Clause 52.212-2: All responsible and responsive sources are invited to express their interest and ability to provide the above described item, via fax, in writing, to Ms. Florence Harwood, not later than 13 February 2002. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (OCT 2003) applies to this acquisition and the following clauses cited in the clause are applicable to this acquisition for services: FAR Clause 52.222-41 (May 1989), FAR Clause 52.222-42 (May 1989) and FAR Clause 52.222-44 (Feb 2002). All responsive and responsible sources may submit a quote, which will be considered by this agency.*****
