Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service (NWS) intends to negotiate on a noncompetitive basis with Gravitec Systems, Inc., Bainbridge Island, WA to acquire fall protection and rescue training courses for new climbers and to re-certify current employees. Specifically, the Government requires the courses to be conducted in order to meet the following objectives: A 2.5 day course of initial general rescue techniques for personnel required to climb structures less than 100 feet high; A 2.5 day re-certification instructional course that includes general rescue techniques for personnel required to climb structures less than 100 feet high; and A 4-day initial and re-certification course that includes curriculum of the initial 2.5 day course and additional 1.5 day of advanced rescue techniques for personnel required to climb structures 100 feet and higher. Topics will include, but will not be limited to: an overview of applicable fall protection regulations, standards and NWS policy, usage of anchorages identified by competent climbers, usage of anchorage connectors including installation and inspection, instruction on making of acceptable and recognizing unacceptable connections (snap hooks, D-rings, and carabiners); proper donning and use of full body harnesses. The training must include classroom instructions and sufficient hands-on training that will qualify the "competent person" as defined by the Occupational Safety and Health Administration. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit in writing documentation that demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A fixed-price contract is contemplated for this effort. Affirmative written responses must be received no later than February 6, 2004.
