This is Amendment #1 to BROAD AGENCY ANNOUNCEMENT #DTRS56-04-BAA-0002, Titled: Pipeline Safety Research and Development ? Damage Prevention; Leak Detection; Enhanced Pipeline Operations, Controls, and Monitoring (includes Human Factors issues); Improved Materials Performance; and Other Safety Improvements (includes needs related to Crack Detection Technologies, Pipeline Inspection Technologies, and Risk Assessment Methods), for the United States Department of Transportation, Research and Special Programs Administration (RSPA, Office of Contracts and Procurement (DMA-30), 400 7th Street, SW, Room 7104, Washington, DC, 20590. Amendment #1 is hereby issued to revise the procedures for submitting White Papers and to extend the closing date for receiving White Papers. The procedures for submitting White Papers are revised as follows: 1) Only Electronic submissions will be accepted. Hard copies will not be accepted. This amendment #1 supercedes all information in the basic announcement that addresses hard copy submissions; and 2) Prior to submitting a White Paper, each organization must first complete (electronically) a Registration Form which is available at the following website: http://primis.rspa.dot.gov/matrix/Rfp1.rdm . All necessary additional instructions regarding the preparation and electronic submission of the White Papers will be available on the website identified above, at the completion and submission of information required on the Registration Form/Page. Because of the change in submission procedures, the closing date for the announcement is extended to 4:00 P.M. EST, Friday March 5, 2004. All other information remains unchanged.
