Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Proposals shall be submitted on the SF1449 along with a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items which are available to be downloaded on our website at https://ebs.nap.usace.army.mil. This announcement incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-16. The procurement is 100 percent set-aside for small business. The applicable NAICS code is 4 23320 and the size standard is 100 employees. This synopsis/solicitation incorporates the provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, FAR 52.211-16 Variation in Quantity, FAR Clause 52.211-17 Delivery of Excess Quantities, FAR Clause 52.247-34 F.O.B. Destination and FAR Clause 52.228-5, Insurance-Work on a Government Installa tion. These provisions/clauses may be downloaded at http://farsite.hill.af.mil. Quotes are required to be received at the address above in an original and one copy by 4:00P.M. January 30, 2004. BACKGROUND: The U.S. Army Corps of Engineers, Philadelph ia is currently seeking proposals for 8,695 Tons of CR-6 Crusher Run Stone and 4,000 Tons of CR-8 Crusher Run Stone for C&D Canal, Chesapeake City, Maryland. 1. INTENT: The work provided herein consists of furnishing all plant, labor, material, and equip ment and performing all work and test, if required, in strict accordance with specifications, schedules, and Contracting Officers directives. 2. METHOD OF MEASUREMENT AND BASIS FOR PAYMENT: (a) The quantities to be paid for will be measured by the number of tons of 2,000 pounds each furnished, accepted and delivered. (b) Properly certified weighing slips or bill-of-lading weights will be accepted for all material delivered and accepted. (c) All expenses of, and incidental to determining the weight of ston e delivery on the site, including and certifying all scales, and all specified gradation testing shall be borne by the contractor and included by him in the contract unit price. (d) The tonnage measured, as provided above will be paid for at the contract u nit price, which price and payment shall constitute full compensation for furnishing all labor, materials, equipment, tools and incidentals necessary to complete the work specified. 3. SPECIAL REQUIREMENTS: (a) All stone (Line items 0001 and 0002) shall be delivered within 90 days from date of award to C & D Canal between Reedy Point, Delaware and Grove Neck, Maryland. (b) All stone (Line items 0001 and 0002) shall be on an on call delivery schedule between the months of 03 May 2004 and 30 September 20 04 and shall be placed on the roads with the Chain Dump Spreading Method, unless otherwise directed by the COR or his on-site representative; or dumping to stockpile material. (c) Trucks will observe all safety regulations while on U.S. Government Propert y. (d) Deliveries may be canceled by the Contracting Officer if road conditions are wet, muddy, frozen, are not suitable. (e) The clauses entitled Variation in Quantity and Delivery of Excess Quantities, apply to all the Line Items. 4. GRADATION: (a) Cr usher Run Stone CR-6 shall have Square Sieve Size 1 half inch, Percent Passing 100, Square Sieve Size #4, Percent Passing 25-55, Square Sieve Size #10, Percent Passing 15-45, Square Sieve #200, Percent Passing 0-12. (B) Crusher Run Stone CR-8 shall have S quare Sieve Size 1 inch, Percent Passing 100, Square Sieve Size #4, Percent Passing 30-60, Square Sieve Size #10, Percent Passing 20-50, Square Sieve Size #200, and Percent Passing 0-12.
