- R--The U.S. Fish and Wildlife Service's Office of Subsistence Management (OSM) requires court reporting/transcription services. Base Year: For 26 Regional Advisory Council meetings (two regulatory cycle meetings per each of four Regional Advisory Councils and three regulatory cycle meetings per each of six Regional Advisory Councils) and 2 Federal Subsistence Board meetings for a total of 28 public meetings. Each of Four Option Years: For 20 Regional Advisory Council meetings (two regulatory cycle meetings per each of ten Regional Advisory Councils) and 2 Federal Subsistence Board meetings for a total of 22 public meetings. Regional Council meetings vary from one to three days in length and Federal Subsistence Board meetings are three days in length. A calendar of meeting dates and places for 2004 will be provided in the bid packet. These are public meetings with Federal Advisory Committee Act requirements. While the Federal Subsistence Board meetings are held in Anchorage, the Regional Councils meet in either Regional hubs or villages. Meetings are moved around the region in order to encourage greater public participation. The contractor will be responsible for contracted personnel's travel to and from the meetings. Each meeting must be transcribed separately. The Contractor will provide original hard-copy transcripts and a diskette containing the formatted files of those transcripts for each meeting. Those transcripts and the files on the diskette must be created in Microsoft Word (version 2000 or later), single-spaced and formatted with line and page numbers and be received by the Office of Subsistence Management within five working days of the final day of the meeting. If the meetings are longer than a single day, transcripts of individual days may be submitted immediately upon completion by e-mail to the Administrative Records Coordinator for OSM for disbursement to biologists/anthropologists for analysis. The complete hardcopy transcript and diskette must follow within five working days. Court reporting/transcription services are detailed in the Section C of the solicitation. All contractors must be registered on the Central Contractor Registration in accordance with Federal Acquisition Regulations subpart 4.11.
