Description
The National Science Foundation intends to award a sole source contract to RAND Corporation for the continued maintenance, data collection, and operation of the [Research and Development in the United States], RaDiUS database system. RaDiUS was developed by RAND, in cooperation with the National Science Foundation (NSF), to support the work of the White House Office of Science and Technology Policy (OSTP), the National Science and Technology Council (NSTC) and federal agencies. RaDiUS is a web-based data system, the core of which is an extensive database of information on the R&D activities for the United States Government. RAND has been determined the only source that can continue the maintenance, data collection and operation of RaDiUS as the developer and curator of this unique system. The authority to issue this sole source procurement is 41 U.S.C 253 (c)(2), only one responsible source. The Government intends to acquire services using negotiated procurement procedures outlined in FAR Part 15. Additional information on RaDiUS may be found at http://www.rand.org/scitech/radius/. Interested organizations may submit their capabilities and qualifications to perform the effort electronically to the identified point of contact not later than 4:30 p.m. eastern time on February 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining if to conduct this procurement on a competitive basis. A determination not to compete this proposed effort, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
