Description
The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135 intends on issuing a Purchase Order, utilizing Simplified Acquisition/Commercial Items/Sole Source procedures to Datastream Systems, Inc., Greenville, SC for the purpose of purchasing MP2 Enterprise 6.0 Oracle Barcoding software, hardware, licenses and associated peripherals for 6 barcode scanner units. The scanners and associated hardware are necessary for the support of existing warehouses maintained by FEMA personnel at the Bluemont, VA location. The software purchased for the scanners must be able to access and interface with the existing MP2 database, which was also purchased from/developed by Datastream. The source code developed by Datastream for the existing system is proprietary, thus the software for the barcoding scanners will be subject to compatibility with the existing system and must use the same source code. The Contractor will not release their source code to another party. In addition, the scanners to be purchased will be fully pre-programmed to be instantly compatible with the existing MP2 database. Datastream will not program any handheld units purchased elsewhere due to an existing partnership with a third party, who is paid royalties and Datastream cannot violate that arrangement. This notice is not a request for competitive proposals, however, any received responses must be in writing. Electronic response is preferred to: sandra.nixon@dhs.gov. If an electronic response is not possible, send to the address shown above, ATTN: Mrs. Sandi Nixon/Bldg. 413. The responses must be received no later than 02-06-2004, 3:00 PM, EST. A determination by the Government not to compete this proposed requirement based upon responses to this notice and other underlying factors is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information should contain adequate supporting documentation to allow the Government to make a determination as to whether or not a proposed product meets the Government's minimum requirements. This notice also serves as a market research for possible small businesses who can provide the required software and hardware.
