JOB DESCRIPTION/STATEMENT OF WORK: A. POSITION TITLE: Senior Strategic Analysis Advisor. B. ORGANIZATIONAL LOCATION OF POSITION: Program Office, USAID/Nigeria, Africa Bureau, Abuja, Nigeria C. DIRECT SUPERVISOR: USDH Program Officer D. SUPERVISION: The Senior Strategic Advisor shall report directly to the USDH Program Officer and shall be expected to work independently with limited supervision over day-day activities. A) Background Nigeria is USAID?s largest development assistance program in sub-Saharan Africa. USAID/Nigeria new five-year Country Strategic Plan (CSP) was recently approved by Washington for $400 million. This CSP follows on the heels of the previous Transition Strategy, which began in September 1999, and was the direct result of USG re-engagement with Nigeria after 6-years of increasingly strained relations with the military dictatorship government. USAID's Transition Strategy, developed by a team of USG agency representatives, laid a foundation for democratic governance and economic and social transition. While this approach has been successful in re-engaging the Government of Nigeria, private sector and civil society, the efforts of the new CSP are redirected towards achieving significant results and promoting sustainable development. The new CSP will be the first long-term strategy that USAID has implemented for Nigeria in twenty years. The new strategy offers a comprehensive program of assistance to Nigeria to help further its democratic transition and address the social welfare needs and improve the economic conditions of Nigerians. Within USAID/Nigeria, the Office of Program and Project Development has the lead for managing the implementation of the CSP. Hence, it houses the Program Office?s resident experts on the project development, economic and social analyses for economic growth, democracy and governance, and social sectors, along with performance management, evaluations and portfolio reviews and results reporting. The incumbent serves as the resident expert on all matters relating to sector policy analysis and performance management for the CSP in Nigeria. The incumbent must have substantive knowledge and experience with Agency and Mission programs and activities, policies, objectives, management direction, and expertise in analysis, evaluation and performance monitoring. The incumbent serves as a Senior Social Sector Advisor, providing a multi-disciplinary approach to monitoring and interpreting social and economic conditions in Nigeria and anticipating issues for program design, analysis, and strategy goal achievement. He/she provides advice and guidance, including interpretations, opinions, or decisions regarding programs and projects. Consultations involve assessment of program or policy impact, phenomena, or anomalies. The incumbent is expected to provide support in the Mission for policy direction, planning, and performance assessment related to development and implementation of the Mission?s new CSP and to U.S. foreign policy issues as they related to development assistance. In this role, the incumbent is expected to develop and maintain relations with other USG agencies, as well as non-governmental organizations, international donors and USAID implementing partners. B) Duties and Responsibilities. The major duties of this position include: (i) Conducts Policy and Sectoral Analyses, And Studies 50% - Directs social science activities that may include research in advancing state-of-the-art technologies in designing and developing programs/projects to meeting USAID?s development goals and objectives in Nigeria. - Serves as Mission resource in providing leadership regarding integration of cross-sectoral programming in the areas of democracy and governance, health, education, economic reform and agricultural productivity, and HIV/AIDS in order to be thoroughly knowledgeable on problems and to recommend adjustment strategies to program plans. - Provides policy and administrative guidance to USAID/Nigeria staff on activities and programs being executed under the CSP. - Provides advice and direction to senior management and technical staff in identifying relevant information and issues to deal with strategic and highly complex problems impacting program performance management and results/outcomes. - Develops policies and advises senior management and technical staff on issues related to sustainable agricultural and economic growth, governance, health, education and HIVS/AIDs in accordance with Mission goals, objectives and priorities. - Conducts research and provides information and analysis to support the evidence-based formulation or amendment of policies, with particular focus on cross-cutting issues and government policies and regulations. - Advises senior management and technical staff on legislative changes necessary to facilitate smoother implementation of strategy programs, and drafts policy changes and coordinates referral to the appropriate authorities for action. - Plans and conducts qualitative and quantitative research and studies in areas aligned with the CSP, to analyze and make recommendations to management on issues and/or the modification/development of policies to improve program outcomes. - Collaborates with senior management to ensure that program design for the various programs create linkages between the strategy and operational plans and programs for capacity building within Nigeria and within country projects. - Directs compilation of statistical data and economic and other information and conducts analyses in relation to USAID and country development strategy objectives. - Prepares a variety of analytical reports, memoranda, and written materials on public policy issues within the employee?s area of professional knowledge to support management decisions. - Prepares a variety of descriptive and analytical reports, memoranda, and written materials on subjects or policy issues within the employee?s area of professional knowledge. (ii) Manages Performance, Evaluation, And Monitoring 50% - Conceptualizes, designs, and develops the Mission?s performance management system including the establishment of an evaluation, monitoring, and tracking system to track the results of the CSP. - Provides technical expertise and advice to SO Teams in the establishment of baseline data; the identification of performance indicators and performance measures; the collection of data and information; the reporting of findings; and the aggregation of information used to monitor and evaluate the effectiveness of programs for user/participants and overall USAID/Nigeria Mission. - Monitors and reports on program execution and directs/conducts technical evaluations of the programmatic aspects of current or projected programs. - Identifies, collects, reviews, and analyzes the utility of national, state and local data and the appropriateness and relevance of such data for a particular program objective or measure. - Collects, consolidates, and analyzes performance information and data from program and technical staff as well as other sources to determine applicability of the data to supporting the CSP and recommends to senior management changes needed to ensure program success. - Researches project issues, analyzes options, and recommends courses of action through reports, papers, briefings and correspondence for presentation to senior management. - Analyze and evaluate, on a quantitative and qualitative basis, the effectiveness of CSP programs in meeting established goals and objectives. - Identifies evaluation and monitoring training needs of Mission staff, and designs and adapts training programs and materials for Mission staff and Implementing Partners. - Collects and disseminates information to Mission, including programmatic ?best practices? and ?lessons learned? regarding evaluation and monitoring practices. - Performs other duties as assigned. I. Skills and Qualifications Education: An advanced degree in the social sciences or related field. At least 10 years relevant experience; or a related bachelor's degree and at least 15 years relevant experience is required. Experience: At least 15 year progressively responsible experience in analyzing and/or writing about the social and economic development process in Africa, with a particular focus on Nigeria. At least five years extensive demonstrated knowledge of USAID?s strategic planning process, programming policies, procedures and directives -- including managing for results, use of strategic objective teams, results frameworks, and performance monitoring and reporting is required, along with considerable experience in data collection and interpretation and establishing and managing program performance monitoring systems in a developing country environment. Professionalism: Demonstrated ability to exercise significant, independent professional judgment related to program and activity design, budgeting, and operational problems and issues requiring strategy development, policy decisions, innovative solutions, and/or legal options to enable practical resolution. Management: strong management skills are required to develop and implement program activities involving technical assistance, training assistance to USAID/Nigeria. Administrative skills are required to oversee and evaluate the performance of multidisciplinary teams of technical advisors and institutional contractors. II. Position Elements a. Supervisory Control over Position: The Senior Strategic Analysis Advisor will work under the general policy guidance of the Program Officer. Direct technical and administrative supervision will be exercised by the Program Officer. The Senior Strategic Analysis Advisor is expected to carry out his/her work with substantial independence, providing technical leadership to staff and implementing partners in the development, implementation and monitoring/evaluation of program activities. Work will be reviewed in terms of achievement of established milestones, effectiveness in facilitating teamwork, success in staff mentoring and appropriateness of program activity. b. Guidelines Used and Judgment Required: Guidelines include: USAID?s Automated Directives System (ADS); Mission Orders; administrative policy statements concerning the issue or problem being studied, reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. c. Complexity: Tasks involve analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. The incumbent applies a depth of expertise in developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. S/he must continuously take innovative decisions concerning planning, organizing and conducting studies to solve problems which resist resolution. d. Authority to make commitment: The Senior Strategic Analysis Advisor is authorized to approve administrative documents but not to make commitments on behalf of USAID/Nigeria. e. Supervision: The Senior Strategic Analysis Advisor may supervise staff as determined by the Program Office. f. Nature, Level and Purpose of Personal Contacts: The incumbent coordinates the country strategic plan (CSP) activities with senior representatives of national and local governments in Nigeria; USAID implementing partners; international and bilateral donor organizations; and NGO/civil society leaders, liasing as well with the U.S. Embassy/Nigeria for this purpose. S/he will serve as USAID/Nigeria?s principal advisor related to the country strategic plan (CSP) and policy issues, and will also provide the Mission?s first-line, day-to-day liason with counterparts in other USG agencies and international organizations and foreign donors. III. Selection Criteria A candidate will be selected based on his/her qualifications, availability, results of reference checks and interview. The selected individual must complete all medical examinations as well as undergo required security clearance. Candidates will be reviewed according to the following evaluation criteria and scoring: Education 20 points Prior related work experience 25 points Prior USAID experience 25 points Professionalism 15 points Management 15 points IV. Compensation: The term of the contract will be for one year from on/about January, 2004 to on/about December 2004, which period may be extended by mutual agreement subject to satisfactory performance and availability of funds. This position bas been classified at a U.S. Government GS-14 level. The actual salary of the successful candidate will be negotiated within the range depending on qualifications and previous salary history. In addition, the Mission has a 25% Post Differential allowance. V.
