JOB DESCRIPTION/STATEMENT OF WORK: A. POSITION TITLE: Senior Strategic Analysis Advisor. B. ORGANIZATIONAL LOCATION OF POSITION: Program Office, USAID/Nigeria, Africa Bureau, Abuja, Nigeria C. DIRECT SUPERVISOR: USDH Program Officer D. SUPERVISION: The Senior Strategic Advisor shall report directly to the USDH Program Officer and shall be expected to work independently with limited supervision over day-day activities. A) Background Nigeria is USAID?s largest development assistance program in sub-Saharan Africa. USAID/Nigeria new five-year Country Strategic Plan (CSP) was recently approved by Washington for $400 million. This CSP follows on the heels of the previous Transition Strategy, which began in September 1999, and was the direct result of USG re-engagement with Nigeria after six years of increasingly strained relations with the military government. USAID's Transition Strategy, developed by a team of USG agency representatives, laid a foundation for democratic governance and economic and social transition. While this approach has been successful in re-engaging the Government of Nigeria, private sector and civil society, the efforts of the new CSP are redirected towards achieving significant results and promoting sustainable development. The new CSP is the first long-term strategy that USAID has developed for Nigeria in twenty years. The CSP Results Framework has four strategic objectives: SO11, Strengthened Foundations for Democratic Governance; SO12, Improved Livelihoods in Selected Areas; SO13, Increased Use of Social Sector Services; and SO14, Reduced Impact of HIV/AIDS in Selected States. The strategy integrates seven crosscutting themes of gender, food security, conflict, transparency, HIV/AIDS, environment, and public/private partnerships. The new strategy offers a comprehensive program of assistance to Nigeria to help further its democratic transition, and address the social welfare needs and improve the economic conditions of Nigerians. Within USAID/Nigeria the Office of Program and Project Development (PPD) has the lead in managing the implementation of the CSP. PPD houses the Mission?s resident experts on project development, portfolio review, budget analysis, economic and social analysis, performance management, results reporting, and evaluation. The incumbent manages the Strategic Analysis and Performance Management Unit within PPD and serves as the resident expert on all matters relating to sectoral policy analysis and performance management for the CSP in Nigeria. The incumbent must have substantive knowledge and experience with Agency and Mission programs and activities, policies, objectives, management direction, and expertise in analysis, evaluation and performance monitoring. II. Basic Function of the Position As Senior Strategic Analysis Advisor, the incumbent provides a multi-disciplinary approach to monitoring and interpreting social and economic conditions in Nigeria and anticipating issues for program design, analysis, and strategy goal achievement. He/she provides advice and guidance, to senior Mission management, including interpretations, opinions, or decisions regarding programs and projects. The incumbent serves as the strategic advisor to the Mission Director and the Embassy Country Team, interpreting complex social and economic phenomena and their ramifications. The incumbent independently establishes and maintains relationships with a substantive range of counterparts, including heads and technical staff of international research organizations, academic institutions, bilateral and multinational donors, the private sector and non-governmental organizations. In addition, the incumbent interacts closely with senior Government of Nigeria officials to ensure program complementarity and policy alignment. I. Major Duties and Responsibilities A. Policy Analysis and Strategic Planning - Serves as USAID/Nigeria?s lead advisor and technical authority on complex, innovative, cross-cutting strategic issues, developing policies, strategies and implementation approaches for senior management, SO teams, and key counterparts; - Provides leadership in strategic analysis to USAID/Nigeria senior management and Embassy Country Team that contributes to the achievement of USG development goals and foreign policy objectives in Nigeria; - Interact closely with high level officials of other USG agencies at post to ensure achievement of the USG Mission Performance Plan and the strategic and performance goals of the Joint State Department/USAID Strategic Plan; - Provides leadership for program integration and cross-sectoral strategies for all the Mission?s SOs (democracy and governance, agriculture and economic growth, social sector services, and HIV/AIDS); - Manages the mission?s integrated research agenda to provide guidance on new developments, policy directions and cutting-edge approaches to development assistance in Nigeria and their implications for portfolio management; coordinates incorporation of the findings into activity design and procurement processes; - Manages the Strategic Analysis and Performance Management Unit with the Office of Program and Project Development and supervises two USPSC employees; - Participates as requested on Technical Evaluation Committees to review proposals and applications; prepares or assists preparation of SOWs, RFAs, RFPs and other procurement instruments; - Advises senior management on legislative changes that affect the USAID program and makes recommendations to ensure compliance; - Prepares cutting edge analyses of public policy issues to support management decisions; - Independently manages and coordinates production of key Mission strategy and reporting documents including the Annual Report and Country Strategic Plan; responsible for ensuring quality, timeliness and completeness of such reports. B. Performance Management and Evaluation - Conceptualizes, designs, and develops the Mission?s performance management system for the CSP; provides technical expertise and advice to Mission management in the establishment of baseline data; the identification of performance indicators and performance measures; the collection of data and information; the reporting of findings; and the aggregation of information used to monitor the implementation, assess the impact, and evaluate the effectiveness of the Mission program and strategy; - Designs the Scope of Work for the Mission?s umbrella monitoring and evaluation contractor, coordinates technical review and serves as CTO for the Mission?s Monitoring and Evaluation Contract; - Analyzes and the assesses the validity and usefulness of data collected by Nigerian institutions, other donors, and research organizations at national, state and local data for USAID/Nigeria results reporting; - Utilizes performance data and research findings to assist the Mission to modify activities as required to achieve SOs and their intermediate results, taking into consideration resource, staffing and other constraints; analyzes trends with respect to implications for achievement of SOs and makes recommendations for action to SO teams and the Mission Director; organizes and leads exercises to identify parameters of new assistance initiative and interventions. OTHER SIGNIFICANT FACTS: Performs other duties as assigned. I. Skills and Qualifications Education: An advanced degree in the social sciences or related field. At least 10 years relevant experience; or a related bachelor's degree and at least 15 years relevant experience is required. Experience: At least 15 year progressively responsible experience in analyzing and/or writing about the social and economic development process in Africa, with a particular focus on Nigeria. At least five years extensive demonstrated knowledge of USAID?s strategic planning process, programming policies, procedures and directives -- including managing for results, use of strategic objective teams, results frameworks, and performance monitoring and reporting is required, along with considerable experience in data collection and interpretation and establishing and managing program performance monitoring systems in a developing country environment. Professionalism: Demonstrated ability to exercise significant, independent professional judgment related to program and activity design, budgeting, and operational problems and issues requiring strategy development, policy decisions, innovative solutions, and/or legal options to enable practical resolution. Management: strong management skills are required to develop and implement program activities involving technical assistance, training assistance to USAID/Nigeria. Administrative skills are required to oversee and evaluate the performance of multidisciplinary teams of technical advisors and institutional contractors. II. Position Elements a. Supervisory Control over Position: The Senior Strategic Analysis Advisor will work under the general policy guidance of the Program Officer. Direct technical and administrative supervision will be exercised by the Program Officer. The Senior Strategic Analysis Advisor is expected to carry out his/her work with substantial independence, providing technical leadership to staff and implementing partners in the development, implementation and monitoring/evaluation of program activities. Work will be reviewed in terms of achievement of established milestones, effectiveness in facilitating teamwork, success in staff mentoring and appropriateness of program activity. b. Guidelines Used and Judgment Required: Guidelines include: USAID?s Automated Directives System (ADS); Mission Orders; administrative policy statements concerning the issue or problem being studied, reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. c. Complexity: Tasks involve analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. The incumbent applies a depth of expertise in developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. S/he must continuously take innovative decisions concerning planning, organizing and conducting studies to solve problems which resist resolution. d. Authority to make commitment: The Senior Strategic Analysis Advisor is authorized to approve administrative documents but not to make commitments on behalf of USAID/Nigeria. e. Supervision: The Senior Strategic Analysis Advisor may supervise staff as determined by the Program Office. f. Nature, Level and Purpose of Personal Contacts: The incumbent coordinates the country strategic plan (CSP) activities with senior representatives of national and local governments in Nigeria; USAID implementing partners; international and bilateral donor organizations; and NGO/civil society leaders, liasing as well with the U.S. Embassy/Nigeria for this purpose. S/he will serve as USAID/Nigeria?s principal advisor related to the country strategic plan (CSP) and policy issues, and will also provide the Mission?s first-line, day-to-day liason with counterparts in other USG agencies and international organizations and foreign donors. III. Selection Criteria A candidate will be selected based on his/her qualifications, availability, results of reference checks and interview. The selected individual must complete all medical examinations as well as undergo required security clearance. Candidates will be reviewed according to the following evaluation criteria and scoring: Education 20 points Prior related work experience 25 points Prior USAID experience 25 points Professionalism 15 points Management 15 points IV. Compensation: The term of the contract will be for two years from on/about February, 2004 to on/about February 2006, which period may be extended by mutual agreement subject to satisfactory performance and availability of funds. This position bas been classified at a U.S. Government GS-14 level. The actual salary of the successful candidate will be negotiated within the range depending on qualifications and previous salary history. In addition, the Mission has a 25% Post Differential allowance. V.
