Description
The Department of Homeland Security intends to negotiate on a sole sources basis with the National Academy of Sciences to facilitate and provide logistical support for a series of Crisis Communication Seminars between the media, first responders and government officials. The objective of the seminars is to raise awareness among the media about the many challenges that they will face during a crisis event and to formulate a crisis response. DHS requires NAS to provide scenario templates, logistical coordination, facilitate discussion, build attendance for each workshop and develop facts sheets as reference materials. DHS intends to enter into a contract with the National Academy of Sciences (NAS) due to their unique role in the scientific community. NAS is uniquely positioned to explain complex information regarding chemical, biological, nuclear and radiological threats to the media as a both a credible and accurate source of information. Furthermore, the NAS is the only known source offering the full range of support services and technical expertise needed for a crisis/risk communication workshop series about chemical, biological, nuclear and radiological threats. NAS is the only national scientific organization that holds such vast scientific expertise and unique position in the scientific and research communities; has nationwide influence within the scientific community in order to attract the best participants; and is a trusted and credible source of independent information to the target audience. The government intends to enter into a base contract with one option period. Under the Authority of 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), ?Only one responsible source and no other supplies or services will satisfy agency requirements?, no solicitation will be issued. Interested parties should identify themselves in writing to the Contracting Officer. All responsible sources may submit a proposal, which shall be considered by this agency. See numbered Note(s) 22.
