Description
The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a non-competitive basis with Dr. Mary Westcott, 5901 Montrose Road, apartment North 201, Rockville, Maryland 20852, to provide services for grants review functions. The service is to support the standing committee that reviews NIDA?s health services grant applications and the special review committees dealing with social sciences and health services. The first meeting will be in early March to review and complete the applications received in February and March. Dr. Westcott has over 3 years of working experience with NIH, over 3 years working experience with NIDA and over 8 years of working experience with the Substance Abuse and Mental Health Services Administration (SAMHSA) and the National Institute on Alcohol Abuse and Alcoholism (NIAAA). Through the years, Dr. Westcott has gained and in-depth knowledge of the NIH and the NIH grants process, procedures and regulations. In order to meet the dates and maintain continuity of the work that is in process, award of a contract to any other source without the working experience at NIH would result in substantial expense to the Government that is not expected to be recovered through competition. The Scope of Work is as Follows: The National Institute on Drug Abuse (NIDA) needs professional and scientific support for grant review functions for the Office of Extramural Affairs (OEA). The contractor shall provide support services to the Designated Federal Official (DFO)/ Scientific Review Administrator (SRA); shall conduct administrative review of applications; assist in searches for potential reviewers with specific expertise to assist the DFO/SRA; Assist de DFO/SRA in preparing and updating information to grant applications; Attend Scientific Review Group meetings and provide assistance to the DFA/SRA on human subjects, animal subjects, budget, and ensure to meet deadline dates on the preparation and release of high-quality summary statements for review, revision, and approval by the DFO/SRA. The period of performance is two years from the date of award. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541611, and Size Standard is $6.0 M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
