- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation, FA3047-04-T-0007, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16. The associated North American Industry Classification System (NAICS) is 611420 and the small business size is $6.0 million. The Government intends to negotiate a sole source purchase order with Anark Digital, Boulder, CO. The training will take place at Lackland AFB, San Antonio, TX. This will be a firm-fixed price contract. Item 0001 is to assist Lackland AFB in the development of the Integrated Base Defense (IBD)/Systems EffectivenessAssessment (SEA) Tutor. SCOPE OF WORK The first task will be storyboards: continuation in the development and creation of the interactive storyboards and wireframes as a means of prototyping the application to receive sign off and consensus before final commitment. The second task will be pevisualization prototype: storyboards realized as a working prototype within Anark. Project development Structure Strategy Anark Authoring and Anark Script Writing. The next task is interface design and template development: design and development of all UI elements including text templates. The fourth task is 3D modeling, texturing, & optimization: design and creation of the environment? 55 Environment Assets ? 42 Security Upgrade Assets. The next task is Rev-2 Delivery: integration of 3D assets into presentation Anark Authoring and Anark Script Writing. The sixth task is Rev- 3 Delivery: refinements, optimizations and testing development and integration of intro Anark Authoring and Anark Script Writing. The next task is soft launch delivery: refinements, optimizations and testing for Beta Delivery. The final task is hard launch delivery: refinements, optimizations and testing for final delivery. Quotes shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of understanding, ability, and willingness to comply with the Government?s specifications of need. Failure to address a specification/requirement will be construed by the Government as an inability to meet the need or the offerors taking exception to it. The Government anticipates awarding one order resulting from this combines synopsis/solicitation to the responsible quote whose offer conforming to this synopsis/solicitation shall be advantageous to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2, Evaluations of Quotations. All vendors are to include in their quote a completed copy of provisions 52.213-3, Offeror Representations and Certifications-Commercial Items, which may by downloaded from www.arnet.gov.
