Description
The Social Security Administration (SSA) intends to negotiate on a sole source basis with Ravenswood Consulting of Lansing, MI, to acquire Project Management Services for monitoring the implementation of the electronic disability project (AeDIB) in the State of Michigan Disability Determination Service (DDS). The SSA has developed a plan to process disability insurance claims electronically through all levels of appeal. In essence, application information and all supporting information (medical and otherwise) will be captured and processed in digital form. Electronic repositories, accessible to all ?need to know? users will be established and users will access necessary information at various points in case processing. Implementation of the AeDIB project will dramatically alter existing State DDS? business processes. Accordingly, SSA requires contractor provided Project Manager services to monitor and report on the progress of AeDIB implementation in the State of Michigan DDS. The Project Manager must have a working understanding of the Michigan DDS business process, system hardware architecture, and case processing software currently in use in the Michigan DDS. Use of Microsoft Project Software will be required. The Project Manager will be responsible for reporting to SSA on tasks and milestone completion, consulting with the project Task Leader as needed to address completion of sequential tasks, developing any necessary plans to overcome barriers or obstacles to task completion, consulting with the DDS management through the Executive Council and/or ASP Director to leverage any necessary resources on behalf of the Task Leader and or Project Team, modifying the project plan as necessary to accommodate unforeseen events and circumstances, assessing the impact of any and all project technical requirements, and recommending to DDS management any and all necessary changes in the existing business process. Some travel to DDS offices in Detroit, Lansing, Kalamazoo, and Traverse City will be required. Any contractor who feels they can provide equivalent services may respond, in writing, within 10 days of this notice. Responses must be specific as to company experience, understanding of the DDS business process, and capability to perform the work described above. Acknowledgement of responses received will not be provided. If no acceptable responses are received, SSA will issue an order to the proposed source. Responses to this notice must be received by close of business February 9, 2004 and should refer to AeDIB Project Manager. Request for copies of a solicitation will not be honored or acknowledged. Faxed responses are not permitted. Questions concerning this announcement may be submitted via email ONLY.
