Description
The National Institute of Environmental Health Sciences (NIEHS), National Institutes of Health (NIH), intends to negotiate on a sole source basis, with Experimental Pathology Laboratories, Inc., P.O. Box 474, Herndon, Virginia 20172-0474, through a modification to increase the level of effort under the authority of FAR 6.302-1 (41 U.S.C. 253 (c) (1), (HSSAR 306.302-1) and extend the length of the contract for six months until September 30, 2004. Based upon recent contract performance the level of effort will be increased by approximately 14,000 labor hours. The title of existing contract is ?Pathology Support for the National Toxicology Program (NTP) Quality Assurance.? The contractor shall provide pathology services for toxicity and carcinogenicity studies. This includes evaluation of pathology records, evaluation of pathology diagnoses and comparison with the histological material and evaluation of clinical pathology specimens and clinical pathology data. It also includes evaluation and reporting on the utility of the peer review process, as well as providing reports and continuing education relative to issues identified during peer review. Inherent duplication of cost to the Government and unacceptable delays in completing the extension make competition unfeasible for work required.
