- This is not a solicitation, but rather a Request for Information. The Information Technology, E-Commerce and Commercial Contracting Center ?????? West (ITEC4-W), located at Fort Huachuca, AZ is seeking input from potential sources relative to the fo llowing requirement. Requirement: The proposed software solution should collect, analyze and report on an installation, regional, theater and world-wide basis - those service management metrics required for the preparation and validation of Command, Cont rol, Communications, and Computers Information Management (C4IM) Service Level Agreements (SLAs), Operational Level Agreements (OLAs) and Underpinning Contracts (UCs) - for all C4IM services being provided by organizations internal and external to the Army . It should include a centralized global enterprise data collection, analysis and reporting system. Sample metrics are provided and should form the minimum basis for metrics identification and definition. Groupings of service, capacity, utilization and cost metrics are for illustrative purposes only in that groupings show the minimum metrics required and demonstrate the hierarchical relations of sub-groups. These groupings are not intended to be the final solution for reports generation. In addition to simple data collection and analysis - the enterprise solution must provide an analysis of stated objectives (SLAs, OLAs, UCs) verses actual service provided - ideally through a reports module with the capability to present hierarchical analysis of interna l and cross comparisons of installation, regional, theater and global summary data.
