Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Agency at White Sands Missile Range, NM is soliciting proposals for non-personal services to remove scrap tires from the installation. It is anticipated that there are over 8,000 scrap tires to be removed. The period of performance w ill be 01 March through 31 May 2004. A Government forklift will be provided. Anyone able to provide this service is encouraged to respond. If you are selected, you must be registered in the Central Contractor Registration - CCR (http://www.ccr.gov/) in order to receive the award. If you are not in the CCR at the time we are ready to make the award, you will be disqualified. We prefer to make payment by Government VISA card. Please include in your proposal whether or not you accept the Government VISA card. The NAICS Code and the small business size standard for this procurement are 423930 and 500 employees. This requirement is set aside 100% for small business. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors, Com mercial Items; FAR 52.212-4 Contract Terms and Conditions, Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (in paragraph (b) the following clauses apply: 52.222-19, 52.222-2 1, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.232-36), and 52.252-2. DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Item also apply to thi s offer. The following clause cited in DFAR 252.212-7001 applies: 252.247-7024. In addition to the preceding, the following FAR and DFAR clauses/provisions are incorporated by reference: 52.219-6, 52.222-3, 52.223-5, 52.233-3, 52.237-1, 52.237-2, 252.2 01-7000, 252.204-7004, 252.223-7006, and 252.245-7001. Copies of FAR clauses/provisions may be accessed via the Internet at www.arnet.gov or http://farsite.hill.af.mil. A site visit will be conducted on Tuesday, 10 Feb 2004 at 1:00 p.m. MST. You must noti fy Mr. Thermon Smith at smitht@wsmr.army.mil or telephone (505) 678-5998 of your intent to attend the site visit no later than 2:00 p.m. MST 6 Feb 2004 You are limited to three attendees. Award will be made to the technically acceptable, low priced offer or. In order to be technically acceptable, you must 1) provide a copy of the permit with the State of New Mexico for processing scrap tires, 2) provide verification that there are no Compliance Orders or Notices of Violation currently pending and a record of any Orders or Notices of Violation within the past five years and, 3) provide evidence of forklift certification. After completion of the work, the contractor shall provide a certification letter stating the amount of tires hauled and the location of where the tires were hauled.
