- NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Silicon Genetics, 2601 Spring Street, Redwood City, CA 94063 for the acquisition of SpringCore Package: includes GeNet data base software three-year subscription with 100 seats, One Remote Server three-year Subscription, One single GeneSpring license three-year subscription and two-days of training. Through GeNet, groups of scientists can have a scalable arsenal of computing power to handle increases in the number and size of their gene expression experiments. GeNet has unique features, including: Web-browser based visualization of multidimensional data (without plug-in); Administration tool for gene-expression; Access privileges set for group, and by the owners of each piece of data. GeneSpring is a powerful software program developed exclusively for gene expression analysis. The EPA has identified Silicon Genetics, the only vendor capable of satisfy the requirement. In order to ensure data compatibility and accuracy The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
