- Description
- NASA/MSFC has a requirement for 250,000 ft of Niobium 1% Zirconium wire with a diameter of 0.0002 +/- 0.0006 inches with specifications per the attachment. Note: This is a highly specialized wire and does not fall under the material group 61, rather it is to be considered Research and Development (material group A). This is categorized as a service rather than a supply. The specification/statement of work is as follows: Specification/statement of work: 250,000 ft of Niobium 1% Zirconium wire with a diameter of 0.002 +/- 0.0006 inches with the following specification: 1. Material: Type 3 (Reactor Grade Niobium-1%Zirconium) R04251 2. Specification based on standard number: ASTM B 392-99, 1999 (specification covers wire to 0.020" diam). 3. Method of manufacture: Material shall be made from ingots that conform to ASTM B 391-03, with the following exceptions: Zirconium Weight % 1.0 to 1.2 (range), Bulk Oxygen Max Weight % 0.0150 (or indicate cost-delivery time-purity relation). 4. Temper designation: Fully annealed, that is, 90% recrystallized. 5. Quantity in weight, number of pieces, and dimensions: one lot, 0.002 +0.0006/-0.0006 in Diam, 250,000 feet 6. Chemistry: The finished wire shall conform to the requirements for chemical composition as prescribed in Table 1 and Table 3, ASTM B 392-99, with the following exceptions: Zirconium Weight % 1.0 to 1.2 (range), Oxygen Max Weight % 0.0080 (or indicate cost-delivery time-purity relation). In addition to the elements specified in the top half of Table 1, analysis for trace B, Al, Be, Cr, and Co will be conducted to ensure compliance with chemical requirements specified in Table 1 for Type 3 Nb-1Zr. The manufacturer shall furnish a report certifying the values of the bulk (not surface) interstitial elements C, O, N, H. 7. Mechanical properties: The final heat treat on the wire shall comply with Table 4 ASTM B 392-99 and allow it to be weaved into a 1 foot wide roll of 150 mesh screen. 8. Quality and finish: The final wire product shall be free of surface lubricants and measurable interstitial elemental pickup during processing and shall meet the chemical requirements specified in ASTM B 392-99 Table 1, Type 3 with the exception noted in the chemistry section. The wire will be of quality to allow it to be weaved into a 1 foot wide roll of 150 mesh screen. A method for testing for defects and standards will be proposed by the manufacturer. 9. Sampling: Samples for chemical and mechanical testing shall be taken from the finished material after all processing to determine conformity to this specification. Manufacturer will propose to the purchaser a suitable method of sampling and analysis. 10. Marking: The wire product shall be marked in compliance with ASTM B 392-99 Section 18. 11. Packaging: All material shall be packed in such a manner as to ensure safe delivery to its destination when properly transported by any common carrier. In addition the packaging technique will comply with the requirements of wire weaving manufacturer. 12. Required reports: A report of the test results shall be furnished to the purchaser by the manufacturer. 13. Disposition of rejected material shall be handled in conformance with ASTM B 392-99 Section 16. (End of SOW) This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing via e-mail to Vanessa.D.Lindsey@nasa.gov no later than 12:00 pm centeral time on 2/13/04. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
