- NASA/SSC has a requirement for services entitled, "E-Complex Electrical Database Integration & Upgrades", to be performed in accordance with the following Statement of Work provided below: SCOPE OF WORK 1. Modify the existing E1 Electrical Databases to: Make the Databases transportable to other operating systems. Make the Databases cloneable for E2 and E3. 2. Fix problems according to a priority list coordinated with operations personnel. 3. Add Universal Features according to a priority list coordinated with operations personnel that will provide a consistent interface across the three test stands. This includes modifying or creating new screen layouts, correcting or establishing new data relationships, and writing scripts to automate data entry to reduce multiple entries of the same data. 4. Clone and setup the standardized databases for E2 and E3. 5. Integrate the E1, E2 and E3 Electrical Databases into the existing work control system. 6. Add stand specific features according to a priority list coordinated with operations personnel. 7. Import existing data from legacy E2 and E3 databases into the new E2 and E3 databases. 8. Provide technical support to move the databases to a host system in the Stennis Data Center. (COTS Hardware and Software upgrades required for this move are not included in this scope of work) 9. Provide Training to key Test Operations and Stennis Data Center Personnel. Deliverables: 1. One (1) each, Training Manual 2. One (1) each, Software User?s Manual 3. Monthly Progress Reports 10. The period of performance shall be the date of this order and continue through one (1) year. NASA/SSC intends to purchase the services from Technological Services Company of Picayune, Mississppi as only one source can provide the required services. A Recommendation and Determination to Solicit From One Source is included in the file. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on February 19, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
