Description
The National Marine Fisheries Service, Honolulu Laboratory has a requirement for a survey to remove derelict fishing gear in the Northwest Hawaiian Islands. Continued scientific studies of accumulation rates, densities, net types, impact on benthic habitats and several other projects are also planned. Removal of nets for sampling, mitigation of entanglement hazards, and benthic habitat restoration are also expected to occur. Once located and pre-removal scientific data is collected, the fishing gear will be cut free from the substrate and placed in the attendant small boat or second small boat. The small boats will then transport the recovered debris to the charter vessel(s). The charter vessel(s) must have the capability to transfer marine debris from the small boats, haul it aboard and then stow the recovered debris safely. When the vessel has stowed debris to the vessel?s capacity, the debris may then be transported to either Midway Atoll or Honolulu for offloading. After debris offloading and provisioning fuel, supplies, or personnel as necessary, the charter will immediately return to the work sites and repeat the debris cleaning/offloading cycle for the duration of the charter. The Charter is expected to begin in Honolulu, HI on or about 25 May 2004 for a minimum contract period of three months (90 days), with two (2) 30-day options to extend the contract to a maximum of five (5) months. Vessels shall: be at least 90 ft. in length, able to maintain a minimum cruising speed of at least 8 nm/hr, contain fuel capacity for 90 days of continuous sea operations, able to crane-haul aboard 16,000 lbs. of marine debris, have sufficient deck space for at least 50,000 lbs. of marine debris, berthing space for an 8-16 member scientific field party, have at least 50 ft2 of clean, minimally exposed deck space available for storage and operation of air compressor and SCUBA tanks, have dry storage area for at least 150 ft3 in the main house for holding of scientific supplies and freshwater deck hose for the washing of diving equipment on a daily basis. At a minimum, the ship?s crew shall consist of a captain, engineer, and two (2) deckhands/cooks. All responsive and responsible offers may be submitted.
