Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order with ANSYS, Inc. c/o its licensed distributor for the DC/MD/VA geographical area Mallet Technology, Inc. under FAR Part 8.4, Federal Supply Schedules. The proposed purchase order will be for the following ANSYS Technical Enhancements and Customer Support (TECS) services for NRC paid-up ANSYS Finite Element Analysis (FEA) Software Licenses: Item 001: ANSYS Mechanical (Part # M-ANSYS2)?Quantity 5; Item 002: ANSYS FLOTRAN add on (Part # M-ANSYS8)?Quantity 1; Item 003: ANSYS Interface for Parasolid (Part # M-ANSYS84)?Quantity 2; Item 004: ANSYS LS-DYNA Drop Test Module (Part # M-ANSYS33)?Quantity 1; Item 005: ANSYS LS-DYNA Prep Post add on (Part # M-ANSYS9)-Quantity 1; Item 006: Parallel Performance for ANSYS (Part # M-ANSYS27)-Quantity 1; Item 007: ANSYS LS-DYNA add on (Part # M-ANSYS11)-Quantity 1; The purchase order will also include the following OPTIONAL SERVICES: Item 008: Up to six-month lease of ANSYS Mechanical/LS-DYNA Licenses-Estimated Quantity 5; and Item 009: ANSYS Training in the local (DC/MD/VA)-Estimated Quantity 25 days. The following are NRC?s minimum requirements for the ANSYS TECS services: 1. ANSYS TECS services shall include the latest software revisions, software performance problem corrections, hotline technical support, and machine switching (up to 3 per year free), updated documentation, and class3 error reporting. The following are NRC?s minimum requirements for the FEA software: 1. Ability to analyze the structural performance of materials and structures using both implicit and explicit methods of solution; 2. Ability to accurately model conduction, radiation, and convection heat transfer in both 2 and 3 dimensions; 3. Ability to determine flow behavior related to heat transfer using the computational fluid dynamics method; 4. All of the above stated minimum requirements or components shall be contained in one (1) integrated software package. Additional minimum requirements related to the functionality and uses of the FEA software are: 1. Provide compatibility with thermal and structural analysis files (*.db and *.inp format) submitted to the NRC as part of applications for NRC Licenses or Certificates pertaining to storage or transportation of radioactive waste; 2. Compatibility with other finite element analysis codes (ABAQUS, PATRAN/ PThermal, LS-DYNA, and NASTRAN); 3. Ability to operate across a variety of computer platforms (HP, Dell, SGI) and operating systems (LINUX, HP-UX, and Windows); 4. Ability to read previous FEA files created by the NRC staff with ANSYS software relating to radioactive material transportation packages and storage casks and/or facilities; This notice of intent is neither a request for quotes nor a solicitation of offers. The period of performance for the ANSYS FEA software, support, and training is: Base period of 03/01/2004-12/31/2004 with four (4) one-year Options. Interested firms must submit written capability statements demonstrating their ability to perform the required services described above, and their licensing agreement with ANSYS, Inc. to distribute ANSYS FEA Software, and provide ANSYS TECS and ANSYS Training to the above address not later than fifteen (15) calendar days from the date this announcement appears in Federal Business Opportunities. Capability statements that do not fully demonstrate the respondent?s ability to satisfy the requirements above will not be considered.
