- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Information Service (CIS), plans to upgrade it's current Cancer Information System Network. The CIS serves as the Institute's focal point for public and patient inquires about cancer; and conducts a contract-supported program of cancer information dissemination currently utilizing 15 contract-based Cancer Information Service offices around the country. The Government/NCI provides telephony equipment to fifteen (15) locations as well as the Kansas City contractor site, the core brain of the system being housed at the NCI located in Rockville, Maryland. Providing telecommunications equipment to NCI Contractors has allowed NCI to have a united and mirrored system in each location. CIS has utilized the Avaya Definity Enterprise Community Service (ECS) R11 with Elite Automatic Call Distribution (ACD), Call Management System, and a NICE Advantage Quality Assurance System (QAS) version 8.7. The complete infrastructure provides for systems located in Maryland and Kansas extending to 15 remote systems through the FTS 2001 Worldcom Network Interwork Interactive Voice and integrated into the queue managed by Avaya ECS. The upgrade of the CIS will consist of 4 large contact centers, 11 partnership offices, and the Publication Order Service. The NCI consolidation of all the calls of all remote operations through its central Rockville, MD location shall be provided with one Avaya 8700 System located in Rockville, MD. Modifications/upgrades to the QAS system shall enable the recording of more agents and permit more individuals to playback calls; as well as provide a software application upgrade and a maximum of 16 channels for recording up to 250 active agents in the agent database monthly. The upgrade/consolidation is necessary and required to ensure that the current level of operability of the QAS within the reconfigured call center network is maintained and too, reduce the telecommunications infrastructure, simply system administration and create a substantial cost savings to the Government. The system upgrade is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. Universal solutions is the only source known to the NCI that can complete such an upgrade/modification to the governments current system without substantial cost or delay. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can provide this requirement. Please provide one original and one copy of the capability statements to Cynthia Brown, Purchasing Agent by 1:30 P.M. EST, on February 19, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collects calls will be accepted. The NAICS Code: 517910.
