Description
The Bureau of Reclamation has a requirement for a Filter Blanket Extension at Senator Wash Dam under Invitation for Bid No. 04-SI-34-0120. The project location is Senator Wash Dam, in Imperial County, California, about 17 miles northeast of Yuma, Arizona and is a Total Small Business set-aside. The North American Industry Classification Systems (NAICS) code is 235930 and size standard is $11.5 Million. The project consists of excavation of between 5,000 and 10,000 Cubic Yards of natural ground that exists on a gentle to moderate slope; construction of a 20,000 to 30,000 Cubic Yards engineered fill, approximately 20 feet in thickness consisting of a sand filter, gravel drain, and miscellaneous fill material over a 200- to 300-foot long distance. The majority of excavation is expected to be common with the occasional use of the rippers. The site is constrained and is downstream of an existing water storage dam. Stockpiling of critical fill materials prior to excavation will be required, and excavation activities shall be coordinated with dam operations. Construction of the engineered fill will be a critical activity, and potential bidders shall be capable of working a minimum of two daily 10-hour shifts for six days a week until the engineered fill is completed. The estimated price range for this project is between $250,000 and $500,000. It is strongly recommended that all prospective offerors attend the site visit to examine the location of the work. The organized Site Visit date will be included in the Solicitation package. This requirement is being procured in accordance with Part 14, Sealed Bidding, of the Federal Acquisition Regulations. It is anticipated that the Solicitation will be issued on or about March 1, 2004, however, all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizopps.gov but the Government reserves the right to issue the solicitation on paper or CD-ROM if the website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the web site after February 28, 2004, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award.
