Description
COMBINED SYNOPSIS/SOLICITATION NOTICE RFQ N00244-04-T-0285 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY SOLICITATION; proposals/ quotes are being requested and a SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a Request for Quotation (RFQ), Number N00244-04-T-0285. An electronic copy of this RFQ/synopsis can be accessed at http://www.neco.navy.mil. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19 and Class Deviation 2003-o0003 and Defense Federal Acquisition Regulation Supplement (DFARS) current through 20040113 Edition. This procurement is a total small business set-aside. The NAICS code is 562212 and the business size standard is $10.5M. The agency has a requirement for the Contractor to provide a disposal site for recyclable construction waste material in accordance with the requirements of the Statement of Work (SOW) for this RFQ. The Offeror shall provide prices for contract line items listed in the Schedule of Supplies/Services of this RFQ. Pricing for each line item shall be inclusive of all the requirements of the SOW. Offerors must quote on all line items in order to be considered for award. Offerors who fail to quote on all items may be considered ineligible for award. Offerors interested in submitting their quotes are requested to contact Ms. Elena Gertes, Contract Specialist at 619-532-2894 or e-mail elena.gertes@navy.mil to obtain a copy of the SOW, the Schedule of Supplies/Services and a copy of Provision 52.212-3, Offerors Re presentations And Certifications, Commercial Items, January 2004, which must be completed and submitted with the quote. The contract resulting from this RFQ will be a firm fixed price, indefinite delivery, indefinite quantity contract for a base period estimated at 6 months and four one-year options. The period of performance for the base period is estimated to begin 1 April 2004. The following FAR and DFARS provisions and/or clauses as well as local clauses are applicable to this procurement. The provision at FAR 52.212-2, Evaluation ? Commercial Items (January 1999) applies. The Government will award a contract resulting from the RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government. Quotes/offers will be evaluated based on (1) demonstrated compliance with all applicable environmental and regulatory requirements by submitting copies of permits and licenses identified in the SOW of this RFQ, for verification by the Government agency and (2) pr ice. All licenses/permits shall be valid through out the period of performance, including all option years. Offerors that cannot provide evidence of compliance at the time of submission of offer, and/or whose submitted licenses/permits could not be verified with the issuing agency and thus invalid, will be determined unacceptable and not further considered for award. Offerors can access the Government of California Website at http://www.calgold.ca.gov/ to obtain information needed to comply with local, state, and regional environmental and other regulatory and permitting requirements. QUOTES MUST BE RECEIVED NO LATER THAN 3:00 PM, LOCAL TIME 5 March 2004. Offers will be accepted via e-mail (elena.gertes@navy.mil) or via fax (619-532-2347) to the attention of Elena Gertes. Quotes submitted as an attachment to an e-mail should be sent in Word Version 6.0 or higher. Offerors must obtain confirmation of the timely receipt of their proposals.
