****MODIFICATION****This synopsis amends the original sole source synopsis (RFQ-OH-04-00038) posted 12/30/2003. In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures this procurement is being conducted under Full and Open Competition. The U.S. Environmental Protection Agency (EPA), Air Pollution Prevention and Control Division, National Risk Management Research Laboratory requires a Time of Flight Mass Spectrometer (TOFMS). The TOFMS shall have the following minimum capabilities: (1) distinguish masses up to 500 amu, (2) field free drift length of 380mm, (3) two-stage extraction region according to the Wiley-MacLaren criterion, (4) two-stage microchannel plate detector, (5) electrostatic Einsel lens that can be steered by horizontal and vertical deflection plates, (6) internal liner that allows the ion source to be kept at a ground potential, (7) ion mirror (reflectron) with a two-stage setup, (8) custom designed aluminum sample chamber for use with a laser photoionization source, (9) high voltage power supply for the operation of the TOFMS in a standard 19" wide rack, (10) system compatible with standard available US power utilities including 110V, 60Hz, (11) parallel wire ion gate consisting of an actual ion gate, two push-pull switches for +/- 500V pulses, a 500V high voltage module and pulse generator PC insertion card, (12) optimal mass resolution of t/(Delta) t > 500, (13) minimum of unit size and weight. All offerors foreign and domestic shall be considered for award. THIS IS NOT A REQUEST FOR QUOTE. EPA, intends to negotiate on a sole source basis with S. Kaesdorf Co., for a Time of Flight Mass Spectrometer (TOFMS) under the authority of FAR Part 6.302-1. The Air Pollution Prevention and Control Division, National Risk Management Research Laboratory requires a compact, rack mounted mass spectrometer to maintain consistency between several EPA projects. The mass spectrometer will be a component in a system that will be used for detecting trace chemicals. It shall be equipped with a two-stage extraction region according to the Wiley-MacLaren criterion, a custom designed aluminum sample chamber for use with a laser photoionization source, a high voltage power supply for the operation of the TOF-MS in a standard 19" wide rack, a parallel wire ion gate consisting of an actual ion gate, two push-pull switches for +/- 500 V pulses, a 500 v high voltage module and pulse generator PC insertion card. The equipment shall be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council (NCBCC). If the equipment cannot be listed and labeled prior to shipment, the contractor may choose to have a field inspection performed at the place of installation at EPA in Research Triangle Park, North Carolina by an accredited third party agency. The contractor shall be responsible for any modifications that are required in order to make the system compliant with the NCBCC listing and labeling requirements. EPA source research indicated S. Kaesdorf Co., is uniquely qualified to supply this type of equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is February 16, 2004. See numbered Note 22.
