Description
The Wide Band Klystron Power Amplifier (WBKPA) Program Office is seeking qualified contractors to produce, test and deliver up to eight WBKPAs per month. The estimated US production quantity is 96 WBKPAs with potential of an additional 100 WBKPAs for off-shore users. The effort will commence in early 2004. The selected contractor will provide fully operational WBKPAs that meet the Boeing Critical Performance (CP) CP204-16075 specification and the Northrop-Grumman Purchasing Department Specification (PDS 23947 specification). The Government does not own the re-procurement data for the WBKPA, as the WBKPA is an L3-Communications proprietary product. The Contractor shall verify that the WBKPA production lots meet the subsystem level radar specification requirements (CP204-16075). This testing shall be accomplished in the System Integration Laboratory (SIL) located at the Northrop-Grumman facility, Baltimore, MD. In addition the Contractor shall provide all source code and documentation required to create aircraft TCTO, program PROMs and update any Test Programs Sets necessary to successfully integrate the WBKPA into the AWACS E-3 Aircraft. Interested candidates must submit a qualification package not to exceed 10 pages explaining their capabilities. Qualification packages shall include: 1) evidence of experience producing Wide Band Klystron Power Amplifiers for AWACS E-3 aircraft application, and 2) a rough order of magnitude for Wide Band Power Amplifier testing and production costs and schedule as well as providing cost and schedule associated with providing source data and documentation required to integrate the WBKPA into the AWACS E-3 Aircraft. 3) evidence of experience and understanding of the test requirements associated with the KPAs testing to System Specification (SS) (SS-204-16001 &2) and Sub System Level ( CP204-16075 and PDS 23947 Rev G) specifications. 4) experience and ability to identify discrepancies and implement hardware/firmware changes that may be required as a result of testing the WBKPAs 5) demonstrate ability to produce a qualified WBKPA that can meet production start date of 2nd quarter of CY 2004 and initial delivery of a production WBKPA of NLT 31 December 2004. Submit your package not later than 15 days after publication of this notice. The Government anticipates award of the contract on or about 2nd Quarter CY 2004. Response packages should be received at the HERBB Web Site not later than fifteen (15) days after publication of this notice. Program Documentation will be posted on the Electronic Systems Center (ESC) Hanscom Electronic Requirements Bulletin Board (HERBB) at http://herbb.hanscom.af.mil under business Opportunities, Government will not reimburse the costs of preparing or submitting a response to this synopsis.
