Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a sole source modification placing a new contract line item, under NAVAIR Contract N00019-01-C-0095, with Northrop Grumman Information Technology (NGIT), 222 West Sixth Street, P.O. Box 471, San Pedro, CA 90733-0471. The services and supplies to be provided by NGIT, in connection with the Joint Mission Planning System (JMPS), will consist of improving the acceptability to the End-Use by selectively modifying components critical to achieving the deadline for the retirement of the Tactical Automated Mission Planning Systems (TAMPS). Specifically, the contractor will; (1) modify the system with the goal of augmenting End-User acceptability; (2) integrate all changes into the current JMPS environment; and (3) assist the Integrated Product Team in coordinating the Joint Mission Planning System (JMPS) changes to ensure they support all service partners. NGIT, as the Joint Mission Planning Environment (JMPE) developer, is currently the only company with the requisite engineering/technical knowledge, engineering/technical data and detailed knowledge of the JMPE to meet the deadline to retire the legacy TAMPS system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their technical capabilities and may submit information that shall be considered by the Naval Air Systems Command. A determination by the Government not to compete with this proposed agreement based on responses to this notice is solely within the discretion of the Government. See Note 22.
