Description
The United States Environmental Protection Agency (US EPA), Office of Pollution Prevention and Toxics (OPPT), Office of Prevention, Pesticides and Toxic Substances anticipates conducting a small business set-aside competition to award an indefinite-delivery/indefinite-quantity contract with fixed-price task orders for Federal Lead-Based Paint Program Support. This contract is anticipated to have a one-year base period with four (4) one-year option periods for a total potential period of performance of sixty (60) months. The applicable North American Industry Classification Code (NAICS) is 541519 "Other Computer Related Services" with a size standard for small businesses of $21.0 million. The formal solicitation is not available at this time, however it is currently anticipated to be released on or about 25 February 2004. Proposals will be due 45 days after release of the formal solicitation. Oral presentations will be held with those offerors making the competitive range. The purpose of the Federal program is to ensure that individuals conducting lead-based paint activities in target housing and child-occupied facilities are properly trained in lead-safe work practices and that those individuals receive quality training through accredited training programs. EPA certifies individuals in five disciplines, and any firm that conducts lead-based paint activities must be certified as well. Training providers offering the training must be accredited. In general terms, the contract will require the contractor to process applications for training provider accreditation and re-accreditation and for individual and firm certification and re-certification using the Federal Lead-based Paint Program (FLPP) Database; administer Third Party Exams; confirm application fees and exam fees; produce and distribute badges and certificates; operate the Information Help Line; submit reports; communicate openly; and adhere to other areas specified in the Statement of Work. The formal solicitation, amendments, procurement updates and other related information and items will be posted on the Internet and downloadable from the following website, "http://www.epa.gov/oamhpod1/oppts_grp/0410462/index.htm" as they become available. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquires will not be taken. If Internet capability is unavailable, interested parties must submit an E-mail or written verification stating this fact to Robert M. Minjack or Kerri A. Bishop so that hard copies of downloadable information may be provided. Only one copy of each available document will be issued to any corporate entity, regardless of the number of requests from one or more different geographic regions.
