Description
NAICS Code: 334516 The U.S. EPA intends to negotiate on a sole source basis with California Analytical Instruments for a Photoacoustic Multi-Gas Analyzer with Optical filters under the authority of FAR Part 6.302-1. This requirement for the ORD/NHSRC will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. This acquisition is for One (1) Photoacoustic Multi-Gas Analyzer, One (1) Calibrated Optical Filter to measure dimethyl methyl phosphate (DMMP), One (1) Calibrated Optical Filter to measure chloroethyl ethyl sulfate (CEES), One (1) Calibrated Optical Filter to measure hydrogen chloride (HCl), One (1) Calibrated Optical Filter to measure Chlorobenzene, and One (1) Calibrated Optical Filter to measure Ethylene Glycol, that will measure gas phase concentrations of chemical agent surrogates. It has been determined that California Analytical Instruments is the only firm able to provide the Gas Analyzer and Calibrated Optical Filters due to the need for a rack mounted instrument that can be integrated with a multipoint sampling interface and has analog output while simultaneously measuring DMMP, CEES, HCl, HBr, Chlorobenzene, and Ethylene Glycol and correcting for water vapor. NHSRC requires an instrument that limits false positive readings by utilization of a narrow band of optical filters to prevent absorption of interfering compounds which may cause a false positive signal. NHSRC requires a low volume sampling and low volume flushing (less than 0.1 liters per sample) which is needed due to the limited flow rates of a reactor and the low ppb to mid ppm detection level of compounds needing to be detected. NHSRC also requires low zero and a span drift of less than 2.5% of reading over 3 months which is needed for consistency of results. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required components may submit technical documentation to establish the potential of delivering this equipment. Such documentation must be submitted to the POC within 7 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
