Description
The United States Coast Guard Research and Development Center (RDC) is the Coast Guard's lead facility performing research, development, test and evaluation (RDT&E) in support of the Coast Guard's major missions of Maritime Law Enforcement, Maritime Safety, Marine Environmental Protection and Homeland Security. A critical element in many RDC programs is the conduct of operations analysis through the use of modeling and simulation. As a result, the RDC?s Operations Analysis Information Support (OASIS) program was formed to actively engage the Coast Guard operational community as a means to develop practical modeling and simulation solutions that give decision makers an understanding of how current and future technologies may be exploited to improve operational performance. Operations analysis will be an integral part of our projects designed to provide insights into the capabilities and limitations of emerging technologies whose development could have a profound impact on force structure and operational efficiency and effectiveness. RDC's recent focus has been on developing constructive simulations that investigate the value of new technologies such as sensor, C4ISR and platform capabilities to support Coast Guard operations. OASIS needs an analysis capability that can respond quickly, and at a reasonable cost. Future research areas requiring OASIS support include war gamming, man-in-the-loop simulation, situation awareness tools, tactical decision aids, process reengineering, intelligent agent development, intelligence correlation and fusion, and knowledge management. The anticipated scope of work covers applications of operations analysis, modeling and simulation and decision support tool development in support of the RDC?s OASIS program. Skills required include, applied mathematics, operations research, computer science, management science, artificial intelligence, electrical engineering, applied statistics, modeling, simulation, cost analysis, risk assessment, and risk management. Anticipated tasking includes development of models and simulation, conducting cost and effectiveness trade studies, performing analysis of data, analysis of specific systems or technologies, mission/engagement level analysis; campaign, resource allocation, and force planning analysis; analysis of human factors, and operations analysis support tool development. The Coast Guard intends to award an Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provisions. The period of performance is five (5) years. The following factors are to be evaluated: personnel; technical and management approach; past performance; and cost realism. This acquisition is unrestricted based on Full and Open Competition.
