Description
17. This is a combined synopsis/notice of intent to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested for solicitation number RFQ4029. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-19. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside (NAICS-334516). The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure, using simplified acquisition procedures, the following items: (1) FluoStar Optima Multi-detection Microplate Reader, Qty. 1; (2) Reagent Injector 1, Qty. 1; (3) 6-in-1 Optic for GFP Assay, Qty. 1; and, (4) 1536 Well Plate, Qty. 1. This piece of equipment will be used for HTS (High-throughput Screening) Assays for Drug Screening, using its fluorescence functionality with EGFP marked compounds. Other functionalities that are useful are it?s FLASH luminescence for Luciferase Assays and Absorbance for ELISA?s and other UV intensive work. The system must contain the following: (1) Multi-detection (fluorescence, luminescence and absorbance), (2) 1526 well capability, (3) excellent software/hardware integration, (4) injectors for FLASH luminescence capability, (5) unlimited training sessions, (6) choice of emission/excitation filters, (7) factory installation of optional equipment. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation ? Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Ms. Juareatha Greer at (301) 496-2607. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Standard Time (EST), March 3, 2004 to Juareatha Greer. Anticipated award date March 4, 2004.
